Position Title: Medical Officer

Job Summary
The Medical Officer is a General Practitioner, an appropriately qualified and registered medical professional with knowledge and skills to provide personal, family, and community-oriented comprehensive primary and secondary health care services. The Medical Officer will oversee the clinical services at the rehabilitation center, ensuring the delivery of high-quality medical care, coordinating with various departments, and supporting the development and implementation of clinical protocols and guidelines.
The role also includes project monitoring and management, the use of data for decision-making, health systems strengthening—including supply chain management—and coordination with the County Health Management Teams (CHMTs) in Lamu County. The Medical Officer will work closely with the Mental Health Manager and Public Health Manager for GBV/SRH to ensure comprehensive and integrated patient care.
Key Responsibilities
- Oversee the day-to-day clinical operations of the rehabilitation center.
- Ensure the provision of high-quality medical care to all patients.
- Develop and implement clinical protocols, guidelines, and procedures.
- Review program activities and priorities, regularly updating the Head of Department and technical teams on service gaps and providing recommendations for quality improvement.
- Plan, organize, and execute medical outreach programs in the Lamu region.
- Provide clinical services, including diagnosis and treatment of common illnesses, injuries, mental health, and substance use disorders.
- Provide medical assessment, treatment, and monitoring of patients recovering from substance misuse and abuse, ensuring safe detoxification and holistic rehabilitation.
- Coordinate and refer patients to appropriate specialists and services as needed.
- Implement harm reduction strategies to minimize the adverse health effects associated with drug use and other high-risk behaviors.
- Educate the community on safe practices and harm reduction techniques.
- Promote mental health awareness through community workshops, seminars, and individual counseling sessions.
- Identify and address mental health issues within the community, providing appropriate referrals and follow-up care.
- Work closely with healthcare providers, community leaders, and stakeholders to ensure the success of the rehabilitation project.
- Ensure patient management is in line with MOH, WHO, and NACADA guidelines and protocols.
- Liaise with nursing staff regularly to check on patient progress, or more frequently if their condition necessitates.
- Supervise the daily clinical management of all patients in conjunction with the nurse team leaders.
- Comply with established health and safety policies concerning the handling of instruments, storage of drugs, and disposal of sharps and other potentially dangerous equipment and substances.
- Take the lead in planning and coordination of clinical CMEs for staff.
- Project Monitoring and Management: Track key health service delivery indicators, analyze trends, and develop action plans to enhance service efficiency and patient outcomes.
- Use of Data for Decision-Making: Collect, analyze, and interpret health data to inform program strategies, resource allocation, and evidence-based clinical decision-making.
- Health Systems Strengthening & Supply Chain Management: Support procurement, distribution, and monitoring of medical supplies and essential medicines, ensuring uninterrupted service delivery.
- Coordination with County Health Management Teams (CHMTs): Engage with CHMTs and relevant stakeholders in Lamu County to enhance integration, alignment with national health strategies, and sustainability of rehabilitation services.
Minimum Qualifications
- Bachelor of Medicine and Surgery from a recognized University.
- At least three (3) years’ experience working in a busy hospital.
- Valid practicing license with the Kenya Medical Practitioners and Dentists Council (KMPDC).
- Certified AHA BLS/ACLS provider.
- Experience working in a rehabilitation and wellness center is an added advantage.

- Excellent report writing skills.
- Strong leadership, team building, conflict resolution, and ability to deliver the Society’s strategic objectives.
- Previous work experience in a refugee setting/emergency/disaster response setting is an added advantage
- Extremely flexible, and have the ability to cope with stressful situations.
- Ability to maintain high level of confidentiality, remain open to new ideas, and experiment with improved systems and proven methods
- Ability to make consultative decisions, facilitate participative decision-making process and explain reasoning for decisions
- Ability to maintain high standards of medical ethics and professionalism at all times.
