CAREER OPPORTUNITIES AT THE NATIONAL GOVERNMENT AFFIRMATIVE ACTION FUND (NGAAF)

The National Government Affirmative Action Fund (NGAAF) was established under the Public Finance Management Act (No. 18 of 2012) and is governed by the Public Finance Management Act (National Government Affirmative Action Fund) Regulations, 2016. The Fund is dedicated to empowering marginalized groups across the country by supporting projects that promote equity and inclusivity.

To achieve this mandate, NGAAF is inviting applications from suitably qualified, experienced, and results-oriented individuals to fill the following vacant positions. The appointments will be for a period of three (3) years, renewable based on satisfactory performance.


1. Director – Corporate Services

Job Grade: NGAAF 2
Job Ref: NGAAF/01/04/2025

Job Description:
The Director – Corporate Services will oversee the corporate support functions of the Fund, ensuring efficient service delivery across human resources, finance, ICT, procurement, and administration.
Key Responsibilities:

  • Provide strategic leadership in corporate planning and development.
  • Oversee budgeting, financial management, and resource mobilization.
  • Coordinate administrative functions including procurement and ICT.
  • Lead development and implementation of HR policies.
  • Advise the CEO on policy and operational matters related to corporate services.
  • Ensure compliance with relevant laws and regulations.

2. Principal Internal Auditor and Risk Assurance

Job Grade: NGAAF 4
Job Ref: NGAAF/02/04/2025

Job Description:
The Principal Internal Auditor will lead the internal audit function and ensure that proper systems of internal control are in place to safeguard the Fund’s resources.
Key Responsibilities:

  • Develop and implement audit strategies and plans.
  • Review the Fund’s financial and operational processes for compliance and efficiency.
  • Assess risks and recommend mitigation strategies.
  • Provide independent assurance on governance and risk management.
  • Prepare audit reports with recommendations for corrective action.
  • Follow up on implementation of audit recommendations.

3. Principal Legal Officer

Job Grade: NGAAF 4
Job Ref: NGAAF/03/04/2025

Job Description:
The Principal Legal Officer will provide legal advisory services, manage legal risks, and ensure that all operations comply with statutory and regulatory requirements.
Key Responsibilities:

  • Advise the Board and management on legal matters.
  • Draft and review contracts, MoUs, and legal documents.
  • Represent the Fund in legal proceedings.
  • Ensure compliance with laws and regulations affecting the Fund.
  • Conduct legal research and interpret applicable laws.
  • Liaise with external legal counsel when necessary.

4. Principal ICT Officer

Job Grade: NGAAF 4
Job Ref: NGAAF/04/04/2025

Job Description:
The Principal ICT Officer will provide leadership in the development and implementation of ICT strategies and solutions that support the Fund’s operations.
Key Responsibilities:

  • Develop and implement ICT policies and procedures.
  • Manage and maintain ICT infrastructure, systems, and networks.
  • Oversee data security, backup, and disaster recovery plans.
  • Support digital transformation and systems automation initiatives.
  • Train staff on the use of ICT tools and systems.
  • Ensure ICT systems comply with cybersecurity standards.

5. Programme Officers

Job Grade: NGAAF 6
Job Ref: NGAAF/05/04/2025

Job Description:
Programme Officers will be responsible for the implementation, monitoring, and evaluation of Fund-supported projects in line with NGAAF’s strategic objectives.
Key Responsibilities:

  • Support planning and execution of Fund programs and projects.
  • Liaise with stakeholders to ensure successful implementation of community initiatives.
  • Collect and analyze data for monitoring and evaluation.
  • Prepare periodic project reports.
  • Conduct field visits to assess project progress and impact.
  • Assist in budget preparation and resource allocation for programs.

6. Drivers

Job Grade: NGAAF 9
Job Ref: NGAAF/06/04/2025
No. of Posts: 3

Job Description:
Drivers will be responsible for providing safe and efficient transportation services for staff and official NGAAF activities.
Key Responsibilities:

  • Drive NGAAF vehicles as assigned.
  • Ensure the vehicles are in good condition and maintained regularly.
  • Maintain accurate vehicle records including mileage and fuel usage.
  • Observe road safety and traffic regulations at all times.
  • Assist with delivery of official documents and equipment.
  • Ensure security of passengers and items in transit.
