Job Overview

Under the direct supervision of the Deputy Regional Director for Management and overall guidance of the Regional Director, with technical oversight from the Institutional Risk Division (IRD) at HQ, the Regional Risk and Compliance Officer (RRCO) plays a pivotal role in embedding institutional risk and compliance practices across the Country Offices (COs) in the region.

This role requires a proactive, analytical leader with a strong grasp of risk management frameworks, excellent stakeholder engagement capabilities, and the ability to support institutional decision-making processes across varied operational contexts. The RRCO will support and oversee the design, implementation, and monitoring of risk-related processes to enhance program delivery, institutional integrity, and governance structures.


Key Responsibilities

1. Risk Integration and Advisory

  • Integrate risk management into decision-making processes at the Regional Office (RO) and Country Offices to support strategic goals and fiduciary responsibilities.
  • Provide advice on institutional compliance frameworks to strengthen operational and managerial oversight.

2. Monitoring and Reporting

  • Lead the identification, evaluation, treatment, and monitoring of reputational, fiduciary, and operational risks.
  • Maintain a Regional Risk Register and ensure consistent risk assessments across COs.
  • Report regularly to the Institutional Risk Division on regional risk status and triggers for early warnings.

3. Fraud Risk and Due Diligence

  • Conduct fraud risk assessments and support development of fraud risk treatment plans.
  • Undertake enhanced due diligence measures in high-risk settings, including field travel as needed.

4. Support to Thematic Units and Project Oversight

  • Ensure Regional Thematic Units (RTUs) contribute to project-level risk assessments, promoting cohesive oversight.
  • Advise and assist smaller COs in drafting and implementing risk treatment plans, in coordination with technical units.

5. Internal Controls and Governance

  • Monitor the implementation and effectiveness of internal controls across the region.
  • Track and manage delegated authorities in alignment with the Delegation of Authority (DOA) policy and risk contexts.
  • Oversee ERP Governance, Risk and Compliance (GRC) module use in COs.

6. Knowledge Sharing and Capacity Building

  • Document and share lessons learned across offices to promote a culture of risk awareness and compliance.
  • Contribute to capacity-building initiatives for CO staff on risk and governance practices.

7. Strategic Alignment and Oversight

  • Advise RO management on reinforcing accountability, transparency, and institutional integrity.
  • Track oversight recommendations, ensuring their inclusion in annual planning, reporting, and learning cycles.

8. Other Duties

  • Perform any other tasks as required to support risk-informed operations in the region.

Who We Are Looking For

IOM is looking for candidates who not only bring the technical expertise in risk and compliance but also demonstrate leadership, resilience, and empathy. The ideal candidate will possess:

Professional Experience

  • Minimum of 7 years (with Master’s degree) or 9 years (with Bachelor’s degree) of relevant professional experience in risk management, corporate governance, or crisis management.
  • Background in international, inter-governmental, or non-governmental organizations, particularly those working in non-OECD, humanitarian, or development settings.
  • Experience in capacity building, change management, or overseeing complex programs is an asset.

  • In-depth understanding of risk identification, treatment, and governance processes.
  • Strong analytical, communication, and stakeholder engagement skills.
  • Proven ability to navigate complex, dynamic operational environments.
  • Fluency in English (required); working knowledge of French or Portuguese is advantageous.
