The County Chief Officers will report to the respective County Executive Committee Member (CECM) and be responsible for the administration and coordination of functions within their respective departments. Each officer will be required to articulate departmental goals in alignment with the County’s vision and development strategies.

Responsibilities for County Chief Officers
- Oversee administration of the department and articulate the departmental vision.
- Implement strategic plans aligned with County’s Vision 2030 and CIDP.
- Provide strategic leadership and policy direction in the development and implementation of programs and projects.
- Promote effective service delivery and ensure sustainable utilization of departmental resources.
- Coordinate development and review of strategic plans and budgets.
- Formulate and implement county laws and regulations.
- Promote innovation and ensure compliance with performance standards and accountability measures.
- Facilitate intergovernmental and inter-agency coordination.
- Monitor and evaluate programs to ensure compliance with county and national development plans.
Qualifications and Requirements
- Be a Kenyan citizen.
- Hold a Bachelor’s degree from a recognized institution. A Master’s degree is an added advantage.
- Have at least 10 years of professional experience, five of which must be in a senior management or leadership position.
- Proven track record in strategic leadership and performance management.
- Demonstrate understanding of government systems and transformational leadership.
- Possess relevant knowledge and expertise in their area of specialization.
- Meet the requirements of Chapter Six (6) of the Constitution.
Position: Director of Human Resource Management

Duties and Responsibilities
The Director of Human Resource Management will coordinate all HR functions and provide strategic direction for staff management and development in the County Public Service. Reporting to the Chief Officer, Public Service, responsibilities include:
- Developing and implementing HR policies, guidelines, and organizational structures.
- Overseeing recruitment, placement, career development, and employee performance management.
- Advising on HR planning, succession planning, and staff deployment.
- Ensuring implementation of staff appraisal systems.
- Coordinating the county’s training needs assessment and capacity-building strategies.
- Promoting a safe and inclusive working environment.
- Conducting research on labor trends and developing strategies for talent acquisition.
- Spearheading staff wellness and work environment improvement programs.
- Establishing HR metrics and monitoring HR systems.
- Managing discipline and grievance handling processes.
- Preparing periodic HR reports and records.
- Facilitating induction and on-boarding of staff.
- Advising the County Human Resource Advisory Committee on HR implementation.
- Performing any other relevant HR duties.
Qualifications and Requirements
- Be a Kenyan citizen.
- Possess a Bachelor’s degree in Human Resource Management or equivalent from a recognized university.
- A Master’s degree in HRM, Business Administration, or Public Administration is an added advantage.
- Must have a minimum of ten (10) years of experience in HR, five of which should be at a senior level.
- Demonstrated knowledge of employment laws, HR principles, and modern HR practices.
- Membership with IHRM (K) and a valid practicing certificate.
- Completion of a Strategic Leadership Development Program (SLDP) lasting not less than six (6) weeks is an advantage.
- Compliance with Chapter Six (6) of the Constitution.
