Duties and Responsibilities

As a Member of the County Audit Committee, your main responsibilities will include:

  1. Assessment of Internal Audit Functions
    • Evaluate the effectiveness, efficiency, and adequacy of the internal audit operations across the entire County Government structure.
    • Provide independent insight into audit performance.
  2. Review of Audit Reports
    • Critically analyze internal and external audit reports.
    • Offer actionable recommendations to ensure issues raised are adequately addressed.
  3. Monitoring Compliance with Oversight Recommendations
    • Ensure that the County Government complies with the findings and recommendations of the Public Accounts Committee (PAC).
    • Provide feedback mechanisms for implementation status.
  4. Independent Review of Financial Reporting
    • Examine the County’s financial reporting processes, ensuring accuracy, transparency, and compliance with applicable standards and frameworks.
    • Provide advisory input on financial integrity and credibility.
  5. Evaluation of Regulatory Compliance
    • Monitor adherence to relevant legislative and regulatory frameworks.
    • Identify and escalate instances of non-compliance and recommend corrective measures.

Requirements for Appointment

To qualify for appointment to the County Audit Committee, an applicant must meet the following minimum requirements:

  1. Kenyan Citizenship
    • Must be a Kenyan citizen with a valid identification document.
  2. Professional Membership
    • Must be in good standing with a recognized professional body such as:
      • Institute of Internal Auditors (IIA)
      • Institute of Certified Public Accountants of Kenya (ICPAK)
      • Institute of Certified Public Secretaries of Kenya (ICPSK)
      • Institute of Architects of Kenya (IAK)
      • Association of Professional Societies in East Africa (APSEA)
      • Association of Certified Fraud Examiners (ACFE)
      • Or any other relevant and recognized professional institution
  3. Academic Qualifications
    • Possession of at least an undergraduate degree from a recognized university in the relevant field.
  4. Work Experience
    • A minimum of five (5) years of experience in a senior management position, overseeing functions that span the entire organization.
  5. Independence from County Affairs
    • Must not be a current or former employee of the County Government of Trans Nzoia.
    • Must not have acted as an agent or representative of any entity that has conducted business with the County Government in the past two years.
  6. Knowledge of County Government Functions
    • Demonstrated understanding of the goals, principles, and operational frameworks of the County Government of Trans Nzoia.
  7. Leadership and Business Management Acumen
    • Proven competence in leadership roles and sound knowledge of business management principles.
  8. Government Operations and Financial Insight
    • In-depth understanding of government operations, audit principles, and financial reporting practices.
  9. Non-political Affiliation
    • Applicants must not hold any political office or be affiliated with political movements that may compromise independence and impartiality.
