The Office of the Director of Public Prosecutions (ODPP), pursuant to Section 13 (2) of the ODPP Act No. 2 of 2013, is mandated to appoint, control, and supervise its staff in a manner that best serves its mandate of ensuring justice and promoting the rule of law. As an independent institution, the ODPP plays a critical role in the criminal justice system in Kenya by prosecuting criminal cases on behalf of the public.

To strengthen its human resource capacity and continue to fulfill its mandate effectively, the ODPP is seeking to recruit highly competent, self-driven, and visionary individuals to fill the following vacancies. Below is a job description of each advertised position.


1. Secretary Prosecution Services

The holder of this position will be responsible for providing high-level secretarial and administrative support to senior prosecutors and departmental heads. Key duties include:

  • Managing sensitive information and ensuring confidentiality.
  • Drafting, typing, and formatting legal and official documents.
  • Maintaining schedules, calendars, and organizing meetings for senior officers.
  • Preparing briefs, reports, and other correspondence as needed.
  • Coordinating logistical arrangements for departmental engagements and missions.
  • Ensuring compliance with institutional protocols in official communication.

2. Assistant Director, Human Resource Development

This is a senior leadership role focused on driving talent and capacity-building initiatives. Duties include:

  • Designing and implementing training and development frameworks aligned with the ODPP’s strategic goals.
  • Conducting training needs assessments across departments.
  • Coordinating local and international capacity-building programs.
  • Monitoring and evaluating training impact and preparing related reports.
  • Advising management on HRD strategies, staff development policies, and succession planning.
  • Managing budgets and partnerships related to training and development.

3. Assistant Director, Human Resource Management

The Assistant Director, HRM will oversee the delivery of integrated human resource services in line with institutional policies. Key responsibilities include:

  • Overseeing recruitment, deployment, and induction of new staff.
  • Coordinating performance management systems and staff appraisal processes.
  • Managing employee relations, including disciplinary and grievance processes.
  • Ensuring compliance with labor laws and public service regulations.
  • Developing HR policies and aligning HR strategies with ODPP objectives.
  • Supervising HR officers and providing guidance on HR best practices.

4. Principal Human Resource Management Officer

This role involves supporting the implementation of effective HR strategies. Duties entail:

  • Implementing performance management systems and appraisal tools.
  • Advising on compensation, benefits, and HR records management.
  • Coordinating staff welfare programs and initiatives.
  • Participating in the development of HR reports and departmental plans.
  • Mentoring junior HR officers and ensuring adherence to HR procedures.
  • Managing employee relations and ensuring organizational discipline.

5. Principal Public Affairs and Corporate Communication Officer

This position is central to managing the ODPP’s internal and external communication. Duties include:

  • Developing and implementing strategic communication plans.
  • Drafting press releases, speeches, newsletters, and digital content.
  • Coordinating media relations and organizing press briefings.
  • Enhancing stakeholder engagement through communication initiatives.
  • Monitoring media coverage and managing public perception.
  • Advising on branding and public image strategies.

6. Administration Officer I

The Administration Officer will oversee office operations and resource management to support ODPP departments. Responsibilities include:

  • Coordinating office services such as maintenance, transport, and supplies.
  • Managing records, inventories, and office space allocations.
  • Assisting in the preparation of budgets and administrative reports.
  • Supervising support staff and ensuring efficient office procedures.
  • Facilitating compliance with administrative policies and regulations.

7. Prosecution Counsel II

Prosecution Counsel plays a core role in the ODPP’s legal mandate. Key duties include:

  • Conducting prosecutions in court and advising investigative agencies.
  • Reviewing case files and recommending appropriate legal action.
  • Drafting charge sheets, affidavits, and legal opinions.
  • Participating in plea bargaining, case conferencing, and trials.
  • Liaising with stakeholders in the criminal justice system.
  • Attending to appeals, revisions, and other legal proceedings.

8. Research Officer II

The Research Officer supports policy and legal reform initiatives by providing legal and empirical research services. Key responsibilities include:

  • Conducting research on criminal law, prosecution trends, and emerging legal issues.
  • Preparing research reports, policy briefs, and position papers.
  • Supporting the development of prosecution guidelines and manuals.
  • Assisting in the formulation of legal reform proposals.
  • Maintaining a legal research database and monitoring relevant jurisprudence.

9. Personal Secretary II

This role entails administrative and secretarial support to mid-level and senior officers. Key tasks are:

  • Managing office communications including typing and dispatching official correspondence.
  • Organizing meetings, taking minutes, and maintaining schedules.
  • Ensuring the efficient management of office documents and records.
  • Coordinating travel and logistical arrangements.
  • Receiving visitors and handling inquiries professionally.

10. Clerical Officer II

Clerical Officers support day-to-day administrative functions. The job includes:

  • Filing, retrieving, and updating records.
  • Receiving and dispatching mail and documents.
  • Data entry and maintenance of clerical registers.
  • Assisting in handling client inquiries at the front desk.
  • Supporting the implementation of office administrative systems.

11. Prosecution Clerk IV

The Prosecution Clerk will assist legal teams with documentation and court logistics. Duties include:

  • Compiling and organizing court files and legal documents.
  • Assisting in filing legal documents with courts or tribunals.
  • Ensuring the availability of case files for hearings.
  • Updating registers and tracking court dates.
  • Liaising with investigating officers, witnesses, and other stakeholders.
