The United Nations High Commissioner for Refugees (UNHCR) continues to play a pivotal role in responding to humanitarian emergencies across the globe. In Sudan, the protracted conflict between the Sudanese Armed Forces (SAF) and the Rapid Support Forces (RSF) has triggered one of the world’s largest displacement crises, pushing over 12 million people from their homes. The ongoing violence has not only displaced populations internally but has also forced nearly 4 million individuals to seek refuge in neighboring countries.
In light of the magnitude and complexity of this emergency, UNHCR is looking for a skilled and dedicated Associate Information Management Officer to strengthen the coordination and operational effectiveness of the three key UNHCR-led Clusters in Sudan: Protection, Shelter/NFI (Non-Food Items), and Site Management. This position will be based in Nairobi, Kenya, with responsibilities focused on Sudan operations.
As an Associate Information Management Officer, you will be instrumental in building and maintaining robust data systems, supporting strategic planning, facilitating effective communications and advocacy, and leading training efforts to enhance information management capabilities among Cluster partners.
About the Role
Position Title: Associate Information Management Officer
Contract Type: International Individual Contractor Agreement – IICA1 (UNOPS)
Location: Nairobi, Kenya (supporting Sudan operations)
Deadline for Application: July 6, 2025
Expected Start Date: July 1, 2025
Reporting Line: Senior Protection Cluster Coordination Officer (with tasking and technical oversight from Site Management and Shelter/NFI Cluster Coordinators)
Operational Context
Since April 15, 2023, the conflict in Sudan has devastated infrastructure, displaced millions, and compromised vital services. Massive displacement, the destruction of civilian assets, and a breakdown of law and order have led to alarming humanitarian needs. Internally Displaced Persons (IDPs) are living in collective shelters under precarious conditions, with overcrowding, lack of shelter materials, limited access to education, and disrupted supply chains.
The Sudan humanitarian response now urgently requires highly coordinated and data-driven interventions, which is where this role becomes critical. As an embedded member of the Tri-Cluster team, your work will directly support the development of a unified and strategic information management framework across all three clusters.
Nature of the Post
This position is central to improving the collection, management, analysis, and dissemination of information that underpins effective humanitarian response coordination. You will support the establishment and maintenance of robust tools and platforms, enable evidence-based planning and advocacy, and lead efforts to train and build capacity among partners. Your outputs will support the clusters in meeting the objectives of the Humanitarian Response Plan (HRP), enhance donor confidence, and foster transparent and efficient coordination.
Key Objectives
- Improve the accuracy, timeliness, and efficiency of data collection and management across the Protection, Site Management, and Shelter/NFI Clusters.
- Enhance evidence-based reporting and advocacy through compelling narrative reports and visualized data products.
- Maintain and innovate information management systems using tools such as ActivityInfo, PowerBi, KoBo, and Klaviyo.
- Support strategic decision-making and planning through in-depth data analysis and collaborative reporting.
- Ensure harmonization of data standards, assessment tools, and reporting templates across all three clusters.
