Konza Technopolis Development Authority (KoTDA) is a flagship project of the Government of Kenya, envisioned to become a sustainable, world-class technology hub and innovation ecosystem. As the implementation agency of Konza Technopolis, KoTDA plays a pivotal role in the transformation of Kenya into a knowledge-based economy. 1. Manager, Legal Services – Job Grade 3 (1 Post)

Duty Station: Konza Technopolis
Department: Corporation Secretary & Legal Services
Duties and Responsibilities:
- Oversee and manage contractual issues and provide leadership within the Legal Services Division.
- Implement departmental deliverables as aligned to the Authority’s Strategic Plan and Performance Contract.
- Develop and manage the department’s work plans, budgets, and performance targets.
- Offer legal counsel on contracting and dispute resolution; draft and vet legal agreements.
- Liaise with internal departments on legal matters affecting the Authority.
- Ensure proper licensing of the Authority’s operations and issuance of operational licenses.
- Maintain custody of legal documents and ensure intellectual property registration and protection.
- Facilitate the development of legal policies, board almanac, and support board meetings and committee records.
- Prepare board papers, minutes, resolutions, and ensure proper sealing and safekeeping of official documents.
Person Specification:
Applicants must possess a Master’s degree in Law, Business Administration, Public Administration, or other relevant fields, and a Bachelor’s degree in Law. Additional requirements include being an Advocate of the High Court of Kenya, LSK membership with a valid practicing certificate, and at least ten (10) years of work experience, three (3) of which must be in senior public sector legal management.
2. Senior Legal Officer – Job Grade 5 (1 Post)

Department: Corporation Secretary and Legal Services
Duties and Responsibilities:
Board Secretariat Functions:
- Develop board annual work plans and budgets.
- Coordinate board communications and implementation of decisions.
Regulatory and Statutory Compliance:
- Conduct legal compliance audits and ensure statutory adherence.
- Oversee regulatory engagements, license processing, and policy reviews.
- Draft and review terms of reference for compliance processes.
Licensing:
- Maintain licensing records and ensure regulatory conditions are met.
- Evaluate and respond to license-related issues and complaints.
Contracts:
- Negotiate and vet contracts, assess risks, and ensure legal compliance.
- Prepare legal opinions and manage contract-related documentation.
Dispute Resolution:
- Represent the Authority in legal forums including court and arbitration.
- Liaise with external counsel, gather evidence, and manage litigation timelines.
- Draft pleadings and monitor legal outcomes.
Person Specification:
Applicants must hold a Bachelor’s degree in Law, a Postgraduate Diploma from the Kenya School of Law, and be an Advocate of the High Court. Experience in board secretarial work, corporate governance, and compliance is essential. A Certified Secretary with ICSK membership and proficiency in computer applications is also required.
3. Legal Officer – Job Grade 6 (1 Post)

Duties and Responsibilities:
Contracts:
- Draft, negotiate, and review contracts, agreements, and partnerships.
- Conduct due diligence and ensure compliance with procurement laws.
Dispute Resolution:
- Draft legal correspondence and court documents.
- Prepare evidence, respond to legal threats, and support ADR initiatives.
Conveyancing:
- Draft conveyancing documents and conduct due diligence on property transactions.
- Maintain lease registers and ensure documentation accuracy.
Board Secretariat Support:
- Assist in meeting logistics, minute taking, and secretarial coordination.
Regulatory Compliance:
- Develop license registers and ensure acquisition and renewals are in order.
- Liaise with regulatory bodies and prepare departmental reports.
Person Specification:
Candidates must have a Bachelor of Laws degree, a Postgraduate Diploma from KSL, be an Advocate of the High Court, and a current LSK practicing certificate. Proficiency in computer applications is also essential.
4. Internal Auditor – Job Grade 6 (1 Post)

Duties and Responsibilities:
- Execute audit programs and gather audit evidence.
- Assess internal controls, perform risk management evaluations, and verify asset safety.
- Draft audit reports and recommend improvements.
- Supervise internal audit processes and conduct special investigations.
- Ensure the accuracy and completeness of records and internal documentation.

5. Drivers (Bus) – Job Grade 9 (2 Posts)

Duties and Responsibilities:
- Maintain a daily vehicle log and ensure all trips are pre-approved.
- Conduct routine vehicle checks and monitor service intervals.
- Drive Authority vehicles responsibly, ensuring compliance with traffic regulations.
- Maintain vehicle cleanliness and submit regular reports.
- Ensure the safety and security of passengers and cargo.
- Ensure vehicle mechanical integrity and accurate work ticket documentation.
- Track vehicle insurance expiry dates and ensure renewals are timely.
Person Specification:
Applicants must possess a valid driving license for the appropriate vehicle class, KCSE or equivalent certification, and a minimum of four (4) years of driving experience. Additional requirements include:
- A First Aid Certificate (minimum one week course).
- Defensive Driving Certificate from AA Kenya or an equivalent.
- Occupational Trade Test II.
- An accident-free driving record of at least three (3) years.
- Successful completion of a Driver Assessment Test.
- Proficiency in computer applications.
