The Information and Communication Technology Authority (ICTA) is a premier government agency established under Legal Notice No. 183 of August 2013. It operates under the Ministry of Information, Communications, and The Digital Economy. ICTA is mandated to streamline and rationalize the management of all ICT functions within the Government of Kenya, promoting efficient, secure, and coordinated use of technology across public service.

As the country continues its digital transformation journey aligned with the Kenya National Digital Master Plan 2022–2032, ICTA stands at the forefront of driving e-Government services, promoting digital literacy, supporting ICT innovation and enterprise development, and managing key national ICT infrastructure and spatial data systems.

To strengthen its leadership and ensure effective execution of this ambitious mandate, the Authority invites applications from highly qualified, visionary, and dynamic professionals for the position of:

Chief Executive Officer – ICTA 1

Overview of the Role

The Chief Executive Officer (CEO) is the highest-ranking executive within ICTA and is responsible for overall strategic and operational leadership of the Authority. Reporting directly to the Board of Directors, the CEO will provide visionary guidance and executive management to ensure the Authority fulfills its mission of transforming public service delivery through ICT innovation and digital infrastructure development.

This is a unique opportunity for an accomplished leader to spearhead the national digital agenda, collaborate with various government agencies and international partners, and shape the future of ICT development in Kenya.

Job Purpose

The CEO serves as the principal executive of ICTA, responsible for the implementation of its strategic and operational programs. The role entails leading, directing, and coordinating all functions and activities of the Authority in line with national ICT policy, legal frameworks, and the Authority’s own strategic vision. The CEO will play a key role in resource management, governance, performance oversight, and stakeholder engagement.

Key Responsibilities

As the Chief Executive Officer, the successful candidate will:

  1. Strategic Leadership and Vision
    • Provide overall strategic direction and leadership in accordance with ICTA’s legal mandate and Section 5 of Legal Notice No. 183.
    • Lead the development, implementation, and regular review of ICTA’s Strategic Plan, Business Plan, Annual Plan, and Budget to align with national priorities.
    • Promote a culture of innovation, results orientation, and continuous improvement across the Authority.
  2. Operational Oversight
    • Coordinate day-to-day operations and administrative functions to ensure efficient service delivery and program implementation.
    • Ensure timely implementation of policies, projects, and programs as approved by the Board of Directors.
    • Supervise senior management and foster team cohesion and institutional excellence.
  3. Governance and Compliance
    • Facilitate proper governance practices and ensure the Authority complies with applicable legal and regulatory frameworks.
    • Implement and monitor effective risk, crisis, and change management systems within the Authority.
    • Safeguard the proper management, utilization, and accountability of the Authority’s resources and assets.
  4. Policy Implementation and Advisory
    • Guide and support implementation of decisions made by the Board and government stakeholders.
    • Serve as the principal advisor to the Board on all matters concerning ICT policy, institutional performance, and strategic direction.
    • Champion the formulation of sound ICT policies and standards that align with national and global best practices.
  5. Stakeholder Engagement and Representation
    • Act as the primary spokesperson of the Authority in all official matters.
    • Develop and maintain effective working relationships with national and county government entities, development partners, private sector actors, and civil society organizations.
    • Represent Kenya’s ICT interests in global forums and position the country as a digital innovation leader in the region.
  6. Performance Management
    • Oversee institutional performance to ensure targets, service standards, and operational outcomes are met.
    • Establish mechanisms for performance appraisal, accountability, and professional development across all departments.
  7. Innovation and Digital Transformation
    • Spearhead the adoption and use of modern technologies to enhance public service delivery.
    • Promote innovation, digital skills, and ICT enterprise growth in alignment with the Kenya National Digital Master Plan.

Person Specifications

To be considered for appointment as CEO, a candidate must demonstrate significant professional achievements and meet the following requirements:

  • A minimum of fifteen (15) years of relevant experience in the Public or Private Sector, with at least nine (9) years in a senior management position.
  • A Bachelor’s degree in Information Communication Technology, Finance, Law, or a related discipline from a recognized institution.
  • A Master’s degree in any of the following disciplines: ICT, Finance, Business, Law, or related field from a recognized university.
  • Completion of a recognized leadership course lasting not less than four (4) weeks.
  • Membership to a relevant professional body.
  • Proficiency in computer applications and digital communication tools.
  • Full compliance with Chapter Six of the Constitution of Kenya 2010 on Leadership and Integrity.

  8. Policy Formulation and Execution
    • Expertise in translating public policy into effective programs and regulatory frameworks.
  9. Technological Savviness
    • Up-to-date knowledge of global ICT trends, digital infrastructure, and emerging technologies.
  10. Decision-Making and Problem Solving
  • Ability to make timely, informed, and high-impact decisions, especially under pressure.

Compliance Requirements

All shortlisted candidates will be required to satisfy the integrity and ethical standards as outlined in Chapter Six of the Constitution. This includes submission of valid documents listed below or proof of having initiated the application process for the same:

  • Certificate of Good Conduct from the Directorate of Criminal Investigations (DCI)
  • Tax Compliance Certificate from Kenya Revenue Authority (KRA)
  • Clearance Certificate from the Higher Education Loans Board (HELB)
  • Self-Declaration Form from the Ethics and Anti-Corruption Commission (EACC)
  • Credit Clearance Certificate from a licensed Credit Reference Bureau (CRB)

Terms of Service

The successful candidate will be appointed for a term of three (3) years, renewable once based on satisfactory performance and compliance with relevant government regulations and policies.
