Project Context and Scope
The Regional Data Hub (RDH) is an integral part of IOM’s regional strategy to improve the evidence base on migration. It provides technical support, guidance, and capacity development services to IOM missions, national governments, regional economic communities, and key stakeholders. Aligned with the priorities of IOM’s Migration Data Strategy, the RDH supports three key objectives:
- Strengthening the regional evidence base on migration.
- Developing the data and information management capacities of stakeholders.
- Enhancing evidence-based engagement within IOM and the broader UN system in the region.
The RDH has a proven track record in producing high-quality research and analysis on topics such as migration routes, displacement, and climate-induced migration. These efforts are set to expand under the Danish-funded Climate Change and Migration Dynamics (CCMD) programme (2024–2026). This programme aims to inform better migration management and reduce the risks of irregular migration and displacement in countries affected by disasters and environmental degradation.
The consultant(s) selected for this role will contribute primarily to Outcome 4 of the CCMD programme: supporting governments and key stakeholders to access and use migration data and research to engage in evidence-informed dialogue and policy formulation. This includes producing thematic research on climate-related mobility, analyzing complex datasets, and delivering robust recommendations that inform policy decisions.
Organizational Unit
This consultancy is part of the Regional Data Hub (RDH) for East, Horn, and Southern Africa (EHSA) based in Nairobi, Kenya. The RDH is hosted within the IOM Regional Office and plays a pivotal role in regional and cross-border migration policy discussions.
Key Responsibilities
As a Data & Research Consultant, you will work under the overall supervision of the Deputy Regional Director for Operations and the direct supervision of the Regional Thematic Specialist for Data & Research. The consultant will be expected to carry out a range of highly analytical and operational tasks that feed into the RDH’s programmatic objectives.
Your key responsibilities will include:
- Research Development and Methodology Design
- Draft thematic research frameworks on topics related to climate change, displacement, and migration.
- Design survey methodologies tailored to specific field research needs.
- Monitor and support field data collection operations in collaboration with RDH and IOM field mission colleagues.
- Data Collection and Preparation
- Assist in the development of data collection tools, such as surveys and interview guides.
- Prepare training materials for data collectors and other field personnel.
- Conduct preliminary quality checks and assessments of incoming datasets.
- Literature Review and Secondary Data Analysis
- Conduct extensive desk reviews on relevant migration and climate issues.
- Compile and consolidate secondary data from credible sources to support research hypotheses.
- Identify emerging patterns, gaps, and policy implications from literature.
- Quantitative and Qualitative Data Analysis
- Analyze both primary and secondary datasets using qualitative and quantitative research techniques.
- Apply statistical rigor in examining trends and outcomes from collected data.
- Use advanced data analysis tools, including Excel, Python, R, NVivo, or ATLAS.ti, to draw out insights.
- Report Writing and Presentation
- Develop draft and final research reports including infographics, maps, and visualizations.
- Prepare policy briefs, technical notes, and summary documents as needed.
- Provide actionable recommendations for stakeholders at national and regional levels.
- Stakeholder Engagement and Dissemination
- Present findings to relevant stakeholders and support dialogues that promote evidence-based decision-making.
- Contribute to webinars, learning sessions, and conferences hosted by IOM or partners.
Performance Indicators
The consultant’s performance will be evaluated based on the following criteria:
- Completion of Deliverables: All project outputs—including reports and datasets—must be completed within the assigned 30-day consultancy window.
- Quality Results: All analyses must meet high standards for statistical reliability, thematic depth, and policy relevance.
- Timeliness: Strict adherence to project timelines and milestones is expected throughout the consultancy.

Travel may be required, depending on the nature of specific research assignments and fieldwork needs. All travel will be governed by IOM’s rules and facilitated through the appropriate channels.

Required Qualifications and Experience

Language proficiency will be evaluated during the selection process, potentially including both oral and written assessments.

- This is a consultancy position offered on a full-time basis, with contract durations of up to 11 months, depending on funding and project timelines.
