Job Description:
The County Attorney shall be the principal legal adviser to the County Government and shall report directly to the Governor. This position is critical for the promotion of rule of law and the development of a robust legal framework to support county operations and governance.
Duties and Responsibilities:
- Act as the principal legal adviser to the County Government.
- Represent the County Government in civil and constitutional matters before courts or any other legal forum.
- Advise county departments, agencies, and officers on all legal matters.
- Draft, vet, and review contracts, agreements, MoUs, leases, and any other legal instruments or documents to which the County Government is a party.
- Ensure that the County Government complies with all legal requirements, including legislation, policies, regulations, and constitutional mandates.
- Oversee the preparation of bills and subsidiary legislation to be presented to the County Assembly.
- Provide guidance on legal aspects of public policy formulation and implementation.
- Advise on land, property, and contractual matters involving the County Government.
- Maintain and safeguard custody of all county legal documents, including court orders, case files, and contractual documents.
- Develop and implement strategies for handling legal disputes and litigation.
- Manage and supervise legal officers within the county and offer direction on complex legal matters.
- Liaise with the Office of the Attorney General, the Judiciary, and other legal bodies to coordinate legal functions.
This role requires a highly skilled legal practitioner with deep knowledge of constitutional and administrative law, and a solid understanding of public legal systems and governance structures.
