Job Description
JOB PURPOSE
The HTS Counsellor is responsible for providing HIV Testing Services to patients and clients seeking services in their respective health facilities using provider-initiated testing and counselling, voluntary counselling and testing, targeted family and partner testing/Partner notification services and other novel HTS approaches. They will be responsible for working closely with other service providers to ensure that the quality of HTS services is sustained as defined by the MOH service quality standards.
DUTIES AND RESPONSIBILITIES
- Create awareness and provide education about the existence of HIV testing services (HTS)
- Lead in the mobilization of clients for HTS
- Provide pre/post-test HIV counselling ensuring that clients understand risk factors, prevention methods and other relevant issues
- Provide confidential HIV testing to clients, as per national HTS guidelines
- Provide on-going counselling and make relevant referrals for on-going support
- Always ensure quality of HTS services
- Document and maintain accurate HTS records including referrals and report on referral outcomes
- Compile and submit HTS reports on a daily, weekly, monthly and quarterly basis to the supervisor
- Timely requests for all the necessary consumables for undertaking HTS activities
- Participate in HTS QA activities like PT, counselling supervision etc.
- Ensure HTS optimization in the facility
- Provide Partner Notification Services
- Perform any other duties as directed by the supervisor
Qualifications
Education and Experience
- A Diploma course in social or health sciences from a recognized institution
- Certification in HTS by NASCOP
- Conducted and Passed Proficiency Tests
Knowledge, Skills and Competencies
- Demonstrated ability to work within a team environment
- Excellent written, listening and oral communications skills
- Demonstrated ability to prioritize tasks and work well under pressure
- Excellent use of android application and computer literacy, particularly in the use of MS Office
- Proficiency in both written and spoken English and Kiswahili
- Ability to conceptualize and understand program needs
- Detailed understanding, knowledge and experience of epidemiologically at-risk populations
- Basic counselling skills
- Ability to maintain client confidentiality
- Results Oriented
ENVIRONMENTAL CONDITIONS
Corporate Policies, Systems, Procedures and Methods
- The job will be domiciled in the Ministry of Health in a Health Facility and community Set-Up within Turkana. The holder of the position will be subject to rules and regulations of the Public Service Human Resource Policies and Procedures Manual
Work Environment
- Work environment is in ARID and Semi-ARID Area with frequent travel to the community set up
Hours of Work
- The job holder may be required to work outside normal working hours due to the nature of the work in general
