The Baringo County Public Service Board invites applications from suitably qualified and experienced professionals to fill the position of County Attorney. This senior-level appointment provides an opportunity to contribute meaningfully to public service and governance in Baringo County through legal advisory, litigation, and legislative support services. The successful candidate will serve as the principal legal advisor to the County Government and will be instrumental in shaping legal and regulatory frameworks that guide the county’s operations.

The County Attorney is a critical position that sits at the heart of the County Executive, offering legal stewardship in the development, implementation, and review of laws and policies affecting Baringo County. As part of the County Executive Committee, the County Attorney plays a strategic advisory role while also participating in the design and execution of legal frameworks that ensure good governance, transparency, and accountability within the County Government.

Salary: As per the guidelines set by the Salaries and Remuneration Commission (SRC)


Duties and Responsibilities

As the County Attorney, the successful applicant will take up a wide-ranging legal portfolio. The duties and responsibilities include, but are not limited to:

  1. Principal Legal Advisor
    • Serve as the chief legal counsel to the County Government, providing expert interpretation and application of constitutional, statutory, and regulatory provisions in matters affecting the county.
    • Provide legal advice to the Governor, County Executive Committee Members (CECMs), and other senior officers in the County Executive.
  2. Member of the County Executive Committee
    • Serve as an ex-officio member of the County Executive Committee, contributing legal perspectives to policy formulation and implementation.
    • Participate in high-level decision-making processes within the County Executive.
  3. Legal Representation
    • Represent the County Executive in civil proceedings and any legal matters to which the county is a party (excluding criminal cases).
    • Ensure the protection of the legal interests of the County Government in court cases and alternative dispute resolution forums.
  4. Legislative Advisory Services
    • Provide legislative support to all departments within the County Executive, advising on the drafting, vetting, and implementation of county laws.
    • Offer guidance in the preparation and revision of bills, legal notices, and regulatory frameworks to ensure compliance with national laws and the Constitution.
  5. Legal Drafting and Interpretation
    • Negotiate, draft, vet, and interpret all legal documents, agreements, contracts, and Memoranda of Understanding on behalf of the County Government and its agencies.
    • Guarantee legal clarity and enforceability of all contractual obligations entered into by the County.
  6. Law Revision and Codification
    • Oversee the revision and updating of County laws to maintain alignment with evolving legal standards and governance frameworks.
    • Ensure that obsolete or conflicting legislation is amended or repealed in line with best practices.
  7. Intergovernmental Liaison
    • Act as the County’s liaison with the Office of the Attorney General and other legal agencies at the national level, ensuring consistency and collaboration in legal matters of mutual interest.
  8. General Legal Oversight
    • Supervise the performance and operations of the County Legal Directorate or any other legal officers appointed to support county legal affairs.
    • Monitor legal risks and propose strategies to mitigate liabilities that may arise from contractual or statutory non-compliance.
  9. Additional Duties
    • Execute any other lawful function as may be assigned by the Governor or as may be necessary to ensure the effective discharge of the legal mandate of the County Attorney’s Office.

Requirements for Appointment

To be considered for the appointment of County Attorney, an applicant must meet the following requirements:

  • Must be a Kenyan citizen.
  • Hold a Bachelor of Laws (LL.B) degree from a recognized university.
  • Possession of a relevant Master’s degree will be considered an added advantage.
  • Attainment of a Postgraduate Diploma in Law from the Kenya School of Law.
  • Hold a valid practicing certificate issued by the Law Society of Kenya.
  • Must have at least ten (10) years of progressive experience in a senior legal position in the public sector.
  • Demonstrated five (5) years of experience as an Advocate of the High Court of Kenya.
  • Must be a member in good standing with the Law Society of Kenya (LSK).
  • Demonstrate a thorough understanding of the objectives, structures, and legal framework governing County Governments.
  • Possess excellent communication, organizational, and interpersonal skills.
  • Demonstrate commitment to the national values and principles of governance as enshrined in Article 10 and Article 232 of the Constitution of Kenya, 2010.
  • Fulfill the requirements of Chapter Six of the Constitution of Kenya, 2010 on leadership and integrity.
