Save the Children International is seeking a qualified and experienced professional to fill the position of ICT4D Officer. This role is a critical part of an innovative digital learning initiative aimed at expanding inclusive education and enhancing teacher capacity in underserved regions of Kenya. The position requires a skilled individual who can manage technical implementation, foster government partnerships, and ensure sustainable integration of technology into learning environments.
The ICT4D Officer will be based in Nairobi with frequent travel to Turkana, Elgeyo-Marakwet, and Kajiado counties. The contract is for an initial period of six months, with the possibility of extension based on performance and project needs.
Role Purpose
The ICT4D Officer will lead the implementation of a large-scale digital learning initiative that integrates inclusive technologies into classrooms and community learning hubs. The role involves close coordination with the Ministry of Education (MOE), the Teachers Service Commission (TSC), and county government officials to ensure alignment with education priorities and government-led execution.
The officer will be responsible for providing technical guidance, managing infrastructure deployment, facilitating teacher training, engaging communities, and supporting monitoring and evaluation. Additionally, the position will contribute to broader Technology for Development (T4D) projects within Save the Children, promoting innovative solutions across multiple programs.
In humanitarian emergencies, the officer will be expected to adapt working hours and responsibilities to meet urgent needs.
Key Areas of Accountability
1. Government Coordination and Stakeholder Engagement
The ICT4D Officer will work closely with relevant government entities to ensure the project aligns with both national and county education strategies. This will involve:
- Facilitating collaboration with county governments and the MOE for seamless integration of project activities.
- Supporting joint planning sessions, implementation strategies, and regular review meetings to foster government ownership.
- Acting as a liaison between schools, Save the Children, telecom providers, EdTech partners, and other relevant stakeholders to ensure smooth coordination.
2. Digital Infrastructure Deployment
The officer will oversee the deployment of essential digital infrastructure in schools and community hubs, including:
- Installation of solar-powered broadband units and charging stations to ensure reliable connectivity in remote areas.
- Coordination of portable digital learning hubs equipped with offline-first EdTech platforms and assistive technologies to cater to diverse learning needs.
- Ensuring backend system integration to support real-time monitoring, adaptive learning, and data-driven decision-making processes.
3. Teacher Capacity Building
An important aspect of this role involves strengthening teachers’ abilities to integrate ICT into their teaching. Responsibilities will include:
- Organizing blended digital literacy training programs for teachers, covering ICT integration, safeguarding practices, and inclusive pedagogy.
- Facilitating peer mentoring programs and professional learning communities to promote gender-responsive and inclusive teaching methods.
- Managing the procurement and deployment of digital devices such as tablets and computers for educational use in classrooms and community hubs.
4. Community Engagement and Digital Literacy
The ICT4D Officer will ensure that the benefits of the project extend beyond schools into the wider community by:
- Supporting the rollout of community-based digital hubs that cater to both learners and the general public.
- Coordinating digital literacy outreach programs for youth, local leaders, and households to encourage adoption and sustained use of technology.
- Mobilizing volunteers to help in community awareness and training initiatives.
5. Monitoring, Evaluation, and Learning (MEAL)
The role includes strong monitoring and reporting functions to assess the effectiveness of project activities:
- Integrating data systems to track learner engagement, teacher performance, and the utilization of infrastructure.
- Documenting lessons learned, impact stories, and frameworks that support the scalability of the model to other regions.
6. Visibility and Thought Leadership
The ICT4D Officer will also play a role in promoting the project and contributing to knowledge sharing by:
- Collaborating with communications teams to showcase the project’s impact through various media.
- Supporting branding initiatives, engaging with media, and participating in events that promote digital inclusion.
7. Support to Broader T4D Initiatives
Beyond the primary project, the officer will contribute technical expertise to other ongoing and emerging Technology for Development initiatives within the organization. This will include:
- Offering coordination support for digital programs in other thematic areas.
- Providing innovative ideas to enhance the integration of technology in Save the Children’s wider operations.
Impact Indicators
The success of the ICT4D Officer will be measured against clear project targets, including:
- Over 3,000 learners supported to access inclusive digital learning tools.
- More than 30 teachers trained in effective ICT integration in teaching and learning.
- At least 1,500 youth and leaders engaged through digital literacy outreach activities.
- More than 10,600 community members reached through household-level awareness and diffusion strategies.
- Development of a scalable model that can be replicated in additional regions in Kenya and Madagascar.

Qualifications and Experience/Skills
Candidates must demonstrate a strong background in ICT4D, with particular experience in educational technology and government coordination. The ideal candidate will possess:
- A bachelor’s degree in Information Communications Technology for Development, Education Technology, Computer Science, or a related field.
- At least four years of professional experience in ICT project implementation, preferably within education or humanitarian contexts.
- Proven experience working with government stakeholders at both national and county levels.
- A strong understanding of EdTech platforms, assistive technologies, and inclusive digital learning.
- Practical experience deploying solar-powered or low-power connectivity solutions in remote areas.
- Familiarity with MEAL frameworks and data tracking systems.
- Excellent communication, coordination, and stakeholder engagement skills.
- Willingness to travel frequently to field locations and adapt to diverse work environments.
- Fluency in English, both written and spoken.
