The National Cancer Institute of Kenya (NCI-K) is inviting applications from suitably qualified candidates for the position of Chief Executive Officer (CEO). This is a senior leadership position established under Section 10 of the Cancer Prevention and Control Act, No. 15 of 2012.
The Office of the CEO is responsible for ensuring effective implementation of the Institute’s mandate through strategic leadership, governance support, technical oversight, and efficient administration of day-to-day operations. Reporting to the Board of Trustees, the position serves as the principal link between the Board, the Ministry of Health, and other key stakeholders in the fight against cancer in Kenya.
This recruitment provides an opportunity for an experienced professional to play a pivotal role in cancer prevention and control at the national level. The CEO will act as the accounting officer of the Institute, ensure the execution of strategic policies and decisions, and represent the Institute in its technical, financial, and administrative engagements.

Detailed Job Description
Title: Chief Executive Officer

The CEO will carry out a wide range of responsibilities that are central to the success of the Institute. These responsibilities are outlined as follows:
Strategic Leadership and Governance
- Serve as the accounting officer of the Institute, with overall responsibility for financial stewardship, resource allocation, and compliance with national laws and institutional policies.
- Act as Secretary to the Board of Trustees, ensuring that decisions of the Board are properly recorded, communicated, and implemented.
- Provide strategic leadership in policy formulation and institutional direction, aligning the Institute’s objectives with the national cancer control strategy.
- Execute and communicate the Board’s decisions, strategies, and policies in a manner that ensures effective implementation across the Institute.
- Serve as the critical link between the Board of Trustees and the Management team, ensuring seamless communication and coordination in all areas of operation.
Policy Advisory Role
- Provide high-level technical and policy advice to the Ministry of Health on issues related to cancer prevention, treatment, research, and control.
- Engage with other relevant government agencies, partners, and stakeholders to ensure that national cancer policies are evidence-based and effectively implemented.
- Represent the Institute in national, regional, and international forums where cancer policy, research, and control measures are discussed.
- Facilitate the integration of best practices in cancer prevention and control into national health policies and programs.
Administrative Oversight
- Oversee the day-to-day administration of the Institute, ensuring efficiency, accountability, and alignment with its strategic objectives.
- Lead and motivate a team of professionals by providing guidance, mentorship, and performance oversight to achieve institutional goals.
- Ensure that technical, financial, and administrative matters are regularly reported to the Board of Trustees for review and decision-making.
- Foster a work environment that promotes integrity, innovation, and teamwork across all departments of the Institute.
- Manage the Institute’s resources responsibly, ensuring value for money, transparency, and sustainability in all operations.
Stakeholder Engagement
- Maintain regular communication with key stakeholders, including development partners, research institutions, medical professionals, civil society, and patient advocacy groups.
- Establish and nurture partnerships with both local and international organizations to strengthen the Institute’s role in cancer prevention and control.
- Ensure that the Institute remains visible and credible in public discourse on cancer, through regular updates, press releases, and communication campaigns that are guided by evidence and policy.
Reporting and Accountability
- Ensure that the Institute operates in compliance with Chapter Six of the Constitution of Kenya, which emphasizes integrity, accountability, and leadership values in public service.
- Provide timely and accurate reports to the Board of Trustees, the Ministry of Health, and other oversight bodies.
- Oversee the preparation of financial statements, performance reports, and strategic reviews to assess the Institute’s progress toward its goals.
Requirements
The role of CEO at the National Cancer Institute of Kenya requires high-level professional expertise and demonstrable leadership skills. The requirements are as follows:
- A Bachelor’s Degree in Medicine and Surgery from a recognized institution.
- A Master’s Degree in matters relating to cancer from a recognized institution.
- At least ten years of post-qualification managerial working experience, as provided in the Act.
- Membership in a relevant professional body with a valid practicing license.
- Completion of a leadership course lasting not less than four weeks from a recognized institution.
- Fulfillment of the requirements of Chapter Six of the Constitution of Kenya.
