The County Assembly of Kisumu is established pursuant to Article 185 of the Constitution of Kenya, 2010, as read together with Section 8 of the County Government Act, 2012. To enhance institutional capacity and deliver on its mandate, the County Assembly Service Board is seeking to recruit visionary, results-driven, and experienced professionals to fill a wide range of positions across its departments.

This recruitment drive is aimed at strengthening governance, improving legislative support services, and ensuring efficient administration within the Assembly. Available Positions and Detailed Job Descriptions

1. Director – Legislative, Procedural & Committee Services (CASB 3/R) – 1 Post

The holder of this position will oversee legislative procedures and committee operations within the Assembly. Responsibilities include providing technical guidance on parliamentary procedures, managing committee services, coordinating legislative drafting, and ensuring compliance with standing orders. The role requires strong analytical capacity, leadership, and deep knowledge of legislative processes.

2. Director – Information Services (CASB 3/R) – 1 Post

The Director of Information Services will lead the Assembly’s information management systems. Key duties include overseeing ICT infrastructure, guiding information dissemination, managing digital transformation initiatives, ensuring cybersecurity, and supporting e-parliament innovations. The director will also be responsible for supervising records management and knowledge sharing platforms.

3. Director – Finance & Accounting Services (CASB 3/R) – 1 Post

This role involves directing financial planning, accounting, and reporting functions. The Director will manage budget formulation, oversee financial audits, implement internal controls, and ensure compliance with public finance regulations. The position also requires providing strategic leadership in resource mobilization and financial accountability.

4. Deputy Director – Human Resource and Administration (CASB 4/R) – 1 Post

The Deputy Director will assist in managing human resource policies, staff development, performance management, and welfare. Administrative responsibilities include oversight of office services, procurement coordination, and compliance with HR best practices. The role emphasizes fostering a productive workforce and efficient administrative systems.

5. Chief Principal Supply Chain Management (CASB 5/R) – 1 Post

6. Assistant Director – Accounting Services (CASB 5/R) – 1 Post

7. Senior Principal Legal Counsel (CASB 5/R) – 1 Post

8. Principal Internal Auditor (CASB 6/R) – 1 Post

9. Principal Administration Officer (CASB 6/R) – 1 Post

10. Senior Legal Officer (CASB 8/R) – 1 Post

11. First Clerk Assistant (CASB 8/R) – 5 Posts

12. Research Officer I (CASB 9/R) – 1 Post

The officer will conduct policy research, prepare briefs, and provide technical support to members of the Assembly. Research will guide legislative debates, committee reports, and policy decision-making.

13. Public Communication & Media Relations Officer I (CASB 9/R) – 1 Post

This officer will manage public communication strategies, handle media relations, prepare press releases, coordinate outreach programs, and maintain the Assembly’s public image.

14. Sergeant-at-Arms I (CASB 9/R) – 1 Post

The Sergeant-at-Arms will maintain order during Assembly proceedings, ensure security within chambers, and enforce rules of decorum. The officer will also oversee access control and ceremonial duties.

15. Internal Auditor I (CASB 9/R) – 1 Post

This officer will perform audit assignments, review financial records, ensure compliance with financial procedures, and report on risks and irregularities.

16. Research Officer II (CASB 10/R) – 1 Post

The officer will conduct specialized research, draft analytical reports, and provide support to committees and members on legislative and policy matters.

17. Sign Language Interpreter II (CASB 10/R) – 1 Post

The interpreter will provide sign language interpretation during Assembly proceedings, official communications, and community engagement forums, ensuring inclusivity for persons with hearing impairment.

18. Sergeant-at-Arms II (CASB 10/R) – 2 Posts

The officers will support security and order within the Assembly, enforce chamber regulations, and perform ceremonial functions.

19. Chief Driver (CASB 12/R) – 1 Post

The Chief Driver will oversee transport logistics, manage the Assembly’s fleet, supervise drivers, and ensure compliance with safety and maintenance standards.

20. Senior Driver (CASB 11/H) – 2 Posts

The Senior Driver will provide chauffeur services, maintain assigned vehicles, ensure compliance with traffic regulations, and support official transport needs.

21. Sign Language Interpreter II (CASB 11/H) – 1 Post

This position supports communication accessibility for persons with hearing disabilities, focusing on internal meetings, public forums, and Assembly activities.

22. Security Warden I (CASB 13/G) – 1 Post

The Security Warden will enforce Assembly security protocols, monitor premises, conduct surveillance, and coordinate with law enforcement on safety matters.
