The Project Manager will be responsible for the overall planning, execution, monitoring, and delivery of the ccTLD Capacity Building Project funded under the ICANN Grant. The role will ensure that all project activities are implemented on time, within budget, and achieve the intended outcomes of strengthening the technical, operational, and business capacity of African country code Top-Level Domain (ccTLD) registries

Main Duties/Key Accountabilities  

1. Lead the planning, execution, and delivery of the ccTLD Capacity Building Project.

2. Manage stakeholder engagement and serve as the key liaison with partners.

3. Oversee financial and resource management in line with donor requirements.

4. Develop and implement monitoring, evaluation, and reporting frameworks.

5. Identify, assess, and manage project risks to ensure successful delivery

Responsibilities 

1. Project Planning & Execution 

  • Develop and implement a detailed project work plan, timelines, and milestones.
  • Coordinate with stakeholders (KeNIC, ICANN, AfTLD, African ccTLD registries, and training partners) to deliver project activities.
  • Ensure effective delivery of training modules, workshops, and knowledge exchange programs.

2. Stakeholder Engagement

  • Serve as the focal point for communication with project stakeholders, trainers, consultants, and beneficiaries.
  • Foster collaboration and partnerships with regional and international Internet governance bodies.

3. Financial & Resource Management

  • Prepare project budgets and manage resources in line with approved allocations.
  • Ensure compliance with donor financial and reporting requirements.
  • Monitor expenditures to ensure accountability and cost-effectiveness.

4. Monitoring, Evaluation & Reporting

  • Develop and manage a results framework and M&E plan.
  • Track progress against objectives, outputs, and deliverables.
  • Prepare periodic progress reports (quarterly/annual) for KeNIC, ICANN, and relevant stakeholders.

5. Risk Management

  • Identify potential project risks, constraints, or delays and develop mitigation strategies.
  • Ensure compliance with KeNIC and donor policies

Education and Experience 

1. Bachelor’s degree in Project Management, Business Administration, ICT, or related field (Master’s degree preferred).

2. Professional certification in project management is an added advantage.

3. Minimum 5 years’ experience managing large-scale donor-funded projects in ICT, Internet governance, or capacity building.

4. Demonstrated experience working with regional/international organizations.

5. Strong financial management, reporting, and stakeholder coordination skills

  • Stakeholder Engagement: Proven ability to build and manage partnerships with diverse stakeholders.
  • ICT Proficiency: Skilled in project management tools, collaboration platforms, and data analysis software.
  • Reporting & Documentation: Ability to produce professional reports, proposals, and presentations.

Consultant’s Entitlements & Obligations

1. Professional Fees

  • The consultant will be paid professional fees on a monthly basis 
  • Fees will be commensurate with the agreed contract value for the 17-month project duration.

2. Payment Terms

  • Payments will be made within 30 days of submission of an invoice and approval of deliverables.
  • Invoices must be accompanied by progress reports and any agreed outputs/deliverables for the period.

3. Reimbursement of Expenses

  • KeNIC will reimburse the consultant for approved project-related expenses such as travel, accommodation, and per diem, where applicable and pre-authorized.
  • All claims must be supported by valid receipts and submitted in line with the projects financial procedures.

4. Tax Obligations: 

  • The consultant is responsible for their own statutory tax compliance. 
  • The consultant will be engaged as an independent contractor, not as an employee of KeNIC.
  • The consultant is responsible for their own tax compliance and statutory obligations in accordance with Kenyan law.
  • Withholding tax will be deducted at source in line with the Kenya Revenue Authority (KRA) regulations
  • The consultant must ensure they are duly registered with KRA and file their returns accordingly.

5. Intellectual Property: All materials, reports, and outputs developed under this consultancy will remain the property of KeNIC

6. Confidentiality & Non-Disclosure

  • The consultant shall maintain confidentiality of all project-related and organizational information during and after the assignment.
  • No information shall be disclosed to third parties without KeNIC’s prior written consent 

7. The consultant will be responsible for their own medical, accident, and work-related insurance during the assignment.

8. Audit & Compliance: The consultant shall cooperate with any audits or reviews by authorized bodies relating to the project.

9. Conflict of Interest: The consultant shall declare any actual or potential conflict of interest at the start of the assignment.
