The National Authority for the Campaign Against Alcohol and Drug Abuse (NACADA) is a State Corporation established under the NACADA Act 2012. Job Purpose
The Deputy Director, Finance and Accounts is responsible for providing leadership in the planning, implementation, and oversight of NACADA’s financial management systems. The role involves developing and implementing accounting policies, ensuring compliance with statutory and regulatory requirements, reporting on financial performance, and advising management on strategies for resource utilization and risk management.
Key Responsibilities
I. Managerial and Supervisory Responsibilities
- Provide overall leadership to the Finance and Accounts Department.
- Spearhead the formulation and periodic review of financial management and accounting policies and procedures.
- Oversee the development and execution of the Authority’s finance strategy.
- Lead the preparation of responses to audit queries and submissions to oversight bodies such as the Public Accounts Committee (PAC) and Public Investment Committee (PIC).
- Guide the development and absorption of the Authority’s budget in line with its strategic objectives.
- Provide oversight on financial operations and ensure proper management of funds.
- Ensure preparation of accurate and timely financial statements, management accounts, and reports.
- Lead the development and implementation of internal financial control systems.
- Monitor program and project expenditures to ensure compliance with budgetary provisions.
- Coordinate resource mobilization, consolidation, and record-keeping processes.
II. Operational Responsibilities and Tasks
- Ensure efficient management of the Authority’s financial resources.
- Oversee compliance with relevant laws, regulations, and standards including the Public Financial Management Act, IPSAS, IFRS, and ISO Standards.
- Identify, assess, and mitigate key financial risks facing the Authority.
- Provide advice on expenditure trends, forecasts, and cost-control measures.

Job Competencies
Academic and Professional Qualifications
- Bachelor’s Degree in Commerce, Accounting, Finance, Business Administration, or related fields.
- Master’s Degree in a relevant discipline such as Finance, Accounting, or Business Administration.
- Certified Public Accountant (CPA, K).
- Proficiency in computer applications, especially financial management systems.
Work Experience
- At least 10 years of relevant work experience.
- Minimum of 4 years in a senior management role within finance and accounting.
Other Requirements
- Professional membership in good standing.
- Completion of a recognized leadership course (minimum four weeks).
- Compliance with Chapter Six of the Constitution of Kenya on Leadership and Integrity.
