About the Role
The role of Principal Registration & Compliance Officer / Principal Claims Management Officer (County Operations) is a senior-level position within SHA. Officers appointed to this cadre will be responsible for critical county-level operations, which include overseeing the registration of beneficiaries, ensuring providers comply with the SHA Act, managing claims, and undertaking diagnostic studies to strengthen healthcare delivery.

Person Specifications
To qualify for appointment to this role, applicants must demonstrate the following minimum requirements:
- Work Experience: Cumulative service period of nine (9) years’ relevant work experience, three (3) of which should have been at the grade of Senior Registration and Compliance Officer or in a comparable position.
- Education: A Bachelor’s Degree in Commerce, Accounting, Business Administration, Finance, Economics, Medicine, Social Science, Pharmacy, or an equivalent qualification from a recognized institution.
- Professional Membership: Membership of the relevant professional body (where applicable) and in good standing.
- Management Training: Certificate in a management course lasting not less than four (4) weeks from a recognized institution.
- Technical Skills: Proficiency in computer applications.
- Track Record: Proven merit and ability as reflected in work performance and results.
Key Duties and Responsibilities
Officers appointed to the Principal Registration & Compliance Officer / Principal Claims Management Officer position will take on the following duties:
Registration & Compliance Oversight
- Implement the empanelment process for licensed health providers and facilities to ensure full compliance with the SHA Act.
- Undertake the registration of beneficiaries while maintaining transparency, efficiency, and accountability.
- Conduct compliance audits on both providers and beneficiaries to safeguard the integrity of SHA programs.
- Monitor operational activities for compliance with SHA regulations and provide actionable recommendations.
Strategic Planning & Policy Development
- Implement and review operational strategies for beneficiary registration and public education.
- Assist in the development and review of SHA policies related to business process re-engineering.
- Participate in the design and revision of provider payment systems.
- Support the inclusion of essential drugs and consumables in the SHA positive list.
Stakeholder Engagement
- Engage with stakeholders to identify opportunities to expand SHA membership.
- Collaborate with County Governments and development partners to promote membership registration.
- Facilitate stakeholder forums to support member registration and revenue collection.
- Strengthen partnerships to enhance county-level coordination of health insurance coverage.
Claims Management & Performance Monitoring
- Review and process healthcare claims submitted by providers to ensure fairness, accuracy, and compliance.
- Implement performance-based contracting methodologies and monitor contract performance.
- Prepare and disseminate monitoring and evaluation reports to guide decision-making.
- Conduct clinical audits in line with SHA policies and strategies.
Research & Assessments
- Carry out health needs assessments and risk assessments to inform strategic planning.
- Support beneficiary and provider satisfaction surveys and other diagnostic studies.
- Contribute to the development of policies that enhance adherence to referral guidelines.
- Participate in impact evaluation of healthcare interventions and emerging health technologies.
