Job Purpose
The Project Officer Analyst is responsible for planning and overseeing projects to ensure timely completion within the allocated budget. The role involves resource planning, budget preparation, progress monitoring, and keeping stakeholders informed throughout the project lifecycle. The position sits at the intersection of business needs and execution, requiring both strategic insight and operational excellence.
Key Responsibilities
The role of Project Officer Analyst spans across two major domains: Project Initiation and Project Delivery.
Project Initiation Roles
At the initial stage, the Project Officer Analyst ensures that projects are well-defined, feasible, and aligned with the organization’s objectives. Specific duties include:
- Requirements Elicitation – Collecting business requirements from relevant stakeholders to define project needs.
- Business Requirements Analysis – Breaking down and documenting requirements into actionable items.
- Business Solution Assessment and Validation – Evaluating potential solutions to ensure they meet business objectives.
- Business Analysis Planning and Monitoring – Establishing frameworks and monitoring mechanisms for project analysis.
- Requirements Management and Communication – Ensuring that requirements are properly documented, tracked, and shared.
- Stakeholder Analysis – Identifying and analyzing key stakeholders to ensure buy-in and alignment.
- Business Rules Analysis – Defining rules that guide processes and decision-making.
- Data Analysis and Business Modeling – Using data-driven insights to create effective models that support decision-making.
Project Delivery Roles
Once projects move to the delivery stage, the Project Officer Analyst shifts focus to execution, monitoring, and outcomes. Duties include:
- Project Impact & Alternative Analysis – Assessing potential impacts and evaluating alternative approaches.
- Business Case Review – Facilitating justification and approval processes for project requests.
- Project Scheduling – Developing and managing detailed project schedules and work plans.
- Execution Standards – Applying industry best practices, techniques, and standards throughout project execution.
- Budget and Cost Management – Estimating costs and preparing business cases for IT and non-IT solutions.
- Goal Prioritization – Working with management to align project outcomes with business goals.
- Stakeholder Relationship Management – Acting as a single point of contact for defined stakeholder groups.
- Business Process Analysis – Identifying alternative solutions, evaluating feasibility, and recommending approaches.
- Change Management – Ensuring smooth transition of new initiatives, with proper communication and adoption strategies.
- Risk Management – Identifying and addressing risk management requirements, escalating issues when necessary.
- Compliance – Adhering strictly to regulations, statutes, internal processes, and compliance requirements.
- Performance Measurement – Tracking and measuring project performance to identify areas for improvement.
Qualifications
The ideal candidate should bring a strong academic foundation and proven experience in managing technology-related projects. Essential qualifications include:
- A University degree in Computer Science, Statistics, Business, Information Technology, or a related field.
- Certified Business Analysis Professional (CBAP) training.
- Lean Six Sigma Training (Green and Yellow Belt).
- Project Management Certification (PRINCE II or PMP) is considered an added advantage.
- At least 3 years of experience in project management, with evidence of completed technology-related projects.
