The State Department for Agriculture, under the Ministry of Agriculture and Livestock Development, is re-advertising career opportunities in the Integrated Natural Resources Management Programme (INReMP). The Programme is co-financed by the Government of Kenya and the International Fund for Agricultural Development (IFAD). Its overarching goal is to improve rural households’ food, nutrition, and income security within a sustainable and climate-resilient ecosystem.

The Programme will be implemented in ten (10) counties across critical catchment areas of Cherangany, Mau West, and Lake Victoria Basin. The National Programme Coordination and Management Offices will be based in Eldoret City.

To achieve its objectives, the Ministry is seeking qualified, experienced, and dynamic professionals to serve in the National Programme Coordination and Management Unit (PCMU). These roles are offered on performance-based contracts and are subject to IFAD approval.

Available Positions and Job Descriptions

1. Programme Coordinator (1 Position)

The Programme Coordinator will oversee the strategic and operational implementation of INReMP, ensuring alignment with the objectives set by the Government of Kenya and IFAD.
Key duties include:

  • Providing overall leadership and coordination of programme activities across the ten implementing counties.
  • Developing annual work plans and budgets in collaboration with technical specialists.
  • Ensuring compliance with donor and government reporting requirements.
  • Supervising programme staff and fostering a collaborative team environment.
  • Representing the programme in stakeholder and inter-agency forums.

2. Financial Controller (1 Position)

The Financial Controller will manage financial planning, budgeting, and expenditure monitoring for the programme.
Responsibilities include:

  • Preparing periodic financial statements and expenditure reports.
  • Ensuring adherence to financial regulations, guidelines, and internal controls.
  • Overseeing disbursement of funds to implementing units.
  • Conducting audits and ensuring transparency in resource utilization.
  • Coordinating with IFAD and government agencies on financial matters.

3. Procurement Specialist (1 Position)

The Procurement Specialist will oversee all procurement activities under INReMP.
Key tasks:

  • Developing and implementing the procurement plan in line with donor and government guidelines.
  • Managing tendering, evaluation, and contract award processes.
  • Monitoring supplier performance and contract compliance.
  • Ensuring transparency and accountability in procurement transactions.
  • Advising management on procurement policies and risks.

4. Monitoring & Evaluation (M&E) and Knowledge Management Specialist (1 Position)

The specialist will ensure robust monitoring systems and knowledge-sharing platforms are in place.
Responsibilities include:

  • Designing and implementing M&E frameworks and tools.
  • Tracking programme outputs, outcomes, and impact.
  • Conducting baseline, midline, and endline evaluations.
  • Facilitating knowledge sharing, learning, and communication of best practices.
  • Producing analytical reports for programme improvement and donor reporting.

5. Natural Resource Management (NRM) Specialist (1 Position)

The NRM Specialist will provide expertise in managing and rehabilitating natural resources in targeted ecosystems.
Key responsibilities:

  • Supporting community-based natural resource management initiatives.
  • Designing interventions to reduce land degradation and improve watershed management.
  • Promoting climate-resilient farming and forestry practices.
  • Building partnerships with conservation agencies and stakeholders.
  • Monitoring ecological sustainability of programme interventions.

6. Infrastructure Specialist (1 Position)

The Infrastructure Specialist will oversee the planning and implementation of small-scale rural infrastructure projects.
Duties include:

  • Designing and supervising construction of programme-supported infrastructure.
  • Ensuring compliance with engineering standards and environmental safeguards.
  • Providing technical support to county teams and contractors.
  • Monitoring the quality and durability of completed projects.
  • Preparing technical progress reports.

7. Agricultural Livelihood Specialist (1 Position)

This role focuses on strengthening agricultural-based income-generating activities.
Responsibilities:

  • Designing livelihood support interventions for smallholder farmers.
  • Promoting adoption of improved agricultural technologies.
  • Supporting value chain development and market linkages.
  • Collaborating with agribusiness specialists to enhance farmer incomes.

8. Agribusiness Development Specialist (1 Position)

The specialist will drive private sector engagement and enterprise development.

  • Promoting agribusiness models that connect farmers to markets.

  • Supporting smallholder farmers in accessing agribusiness opportunities.
  • Strengthening cooperatives and producer organizations.

9. Community Development, Gender & Youth Specialist (1 Position)

The role will ensure inclusivity and participation of marginalized groups.
Responsibilities include:

  • Promoting gender equality and youth engagement in programme activities.
  • Supporting community mobilization and capacity building.
  • Integrating social inclusion strategies into programme design.
  • Monitoring gender and youth-related outcomes.
  • Building partnerships with civil society and community groups.

10. Agronomy Specialist (1 Position)

The Agronomy Specialist will provide expertise in crop production and management.
Key duties:

  • Promoting best agronomic practices among farmers.
  • Supporting climate-smart agricultural technologies.
  • Conducting training on soil fertility management and pest control.
  • Monitoring crop productivity improvements.
  • Advising programme management on agronomy-related issues.

11. Livestock Specialist (1 Position)

The Livestock Specialist will strengthen livestock production systems.
Responsibilities:

  • Promoting sustainable livestock husbandry practices.
  • Supporting disease control and veterinary service delivery.
  • Enhancing livestock-based value chains.
  • Conducting training on feed management and animal health.
  • Monitoring livestock productivity and resilience outcomes.

12. Nutrition & Social Inclusion Specialist (1 Position)

The specialist will integrate nutrition-sensitive interventions into programme activities.
Duties include:

  • Designing nutrition education and awareness campaigns.
  • Supporting dietary diversification initiatives.
  • Monitoring household food and nutrition security.
  • Integrating social protection measures into programme design.
  • Reporting on nutrition outcomes and inclusion indicators.

13. Cooperative Development Officer (1 Position)

This officer will strengthen farmer cooperatives and producer organizations.
Key tasks:

  • Supporting cooperative formation, governance, and management.
  • Building cooperative capacity in financial management and marketing.
  • Linking cooperatives to markets and financial services.
  • Monitoring cooperative performance and sustainability.
  • Facilitating partnerships with cooperative unions and agencies.

14. National Government and INReMP Liaison Officer (1 Position)

The Liaison Officer will serve as the link between programme units and national government agencies.
Responsibilities:

  • Coordinating with ministries and agencies to ensure policy alignment.
  • Supporting implementation of intergovernmental agreements.
  • Facilitating communication between national and county governments.
  • Preparing briefs for high-level meetings and forums.
  • Ensuring compliance with national development policies.

15. Knowledge Management Officer and Communications Officer (1 Position)

This officer will manage programme communication, visibility, and documentation.
Key duties:

  • Developing communication strategies and outreach materials.
  • Coordinating media relations and programme publicity.
  • Documenting lessons learned and success stories.
  • Managing knowledge products and information systems.
  • Supporting capacity building in communications and knowledge management.

16. Programme Accountant (1 Position)

The Programme Accountant will manage day-to-day financial operations.
Responsibilities:

19. Programme Assistant (1 Position)

  • Supporting correspondence and communication.
  • Assisting in preparation of reports and presentations.
  • Providing general support to programme staff.

20. ICT Assistant (1 Position)

The ICT Assistant will support the programme’s digital and technical systems.
Key tasks:

  • Providing ICT support to programme staff.
  • Maintaining computer systems, networks, and software.
  • Supporting data management and information systems.
  • Ensuring cybersecurity and data protection.
  • Troubleshooting ICT-related challenges.

21. Office Assistant (1 Position)

The Office Assistant will provide clerical and support services.
Responsibilities:

  • Handling mail, filing, and document processing.
  • Maintaining cleanliness and orderliness in offices.
  • Assisting with office logistics.
  • Supporting staff in basic administrative tasks.
  • Managing office supplies and inventories.

22. M&E Officer (1 Position)

The M&E Officer will support programme monitoring and reporting.
Key duties:

  • Collecting, analyzing, and managing programme data.
  • Preparing periodic monitoring reports.
  • Supporting field missions and surveys.
  • Ensuring data accuracy and quality control.
  • Assisting in evaluation studies.

23. Drivers (5 Positions)

Drivers will provide transport and logistical support for programme staff.
Responsibilities include:

  • Driving vehicles assigned to programme staff and visitors.
  • Maintaining vehicles in roadworthy condition.
  • Conducting routine checks and servicing coordination.
  • Ensuring adherence to traffic regulations and safety standards.
  • Supporting logistics in programme activities.
