This role is a key part of the coordination team of a multi-country program on the Right to Adequate Food in Africa, an initiative implemented by Welthungerhilfe in partnership with eight civil society organizations across four countries: Ethiopia, Kenya, Malawi, and Zimbabwe. The program aims to enhance governance around the right to adequate food by improving government transparency, strengthening accountability, and ensuring marginalized voices are heard in national and regional policy processes.
After completing a successful initial four-year phase, the program entered its second phase in October 2024, running until March 2028. The next phase continues to prioritize advocacy and social accountability in complex environments, making monitoring and evaluation—particularly through Outcome Harvesting—central to its approach.
As the Capacity Sharing and Learning Advisor, you will lead program-wide capacity strengthening and learning, ensuring that best practices are captured, shared, and integrated. This role also supports overall monitoring, evaluation, accountability, and learning (MEAL) and program management processes, making it vital to the success of this ambitious initiative.

Core Purpose of the Role
The Capacity Sharing and Learning Advisor will coordinate and strengthen the capacity sharing and cross-country learning component of the multi-country program. This involves managing program monitoring, evaluation, and reporting processes, in addition to supporting overall program management. By fostering adaptive management and ensuring continuous learning, the Advisor plays a central role in promoting systemic changes that enhance accountability and good governance in food security.
This position requires close collaboration with both in-country teams and an external service provider, who develops and delivers online and offline training as well as advisory services. The Advisor is not only expected to provide technical expertise but also to champion a culture of learning and adaptive programming within the initiative.
Key Responsibilities
1. Fostering a Learning Culture Across the Program
- Promote a strong and dynamic culture of learning among all participating country teams.
- Create and sustain spaces for collaborative learning, enabling different stakeholders to share experiences and insights.
- Support adaptive management practices by encouraging teams to reflect on lessons learned and integrate them into ongoing programming.
2. Knowledge Sharing and Documentation
- Capture and document good practices, lessons learned, and case studies across the four implementing countries.
- Develop success stories for both internal dissemination and external communication with donors and stakeholders.
- Ensure that knowledge products are accessible and relevant for different audiences, including technical experts, communities, and policy influencers.
3. Coordination of Capacity Sharing Processes
- Lead the coordination of capacity strengthening activities across countries.
- Oversee the development and management of an online learning platform that supports interactive engagement and resource sharing.
- Work closely with an external service provider responsible for training and advisory services, ensuring quality and alignment with program goals.
4. Strengthening Monitoring, Evaluation, Accountability and Learning (MEAL)
- Provide continuous guidance to country teams on applying the Outcome Harvesting approach, which is central to the program’s evaluation framework.
- Refine and align MEAL systems with both Welthungerhilfe standards and donor requirements.
- Build the capacity of teams in MEAL practices to ensure consistent and reliable data collection, analysis, and reporting.
5. Program Reviews and Planning
- Co-organize annual program review and planning workshops at the regional level.
- Support the review and planning of workshops at the country level, ensuring alignment with program objectives and donor expectations.
- Facilitate cross-country discussions that foster alignment, coordination, and shared vision.
6. Reporting and External Evaluations
- Ensure the production of high-quality donor reports that accurately reflect program progress and outcomes.
- Coordinate external evaluations of the program, including the endline evaluation, ensuring rigor, credibility, and usefulness.
- Collaborate with external evaluators and ensure timely provision of data, documents, and logistical support.
7. Program Management Support
- Support the overall management of the program through:
- Budget monitoring and expenditure tracking.
- Program revisions and contract amendments.
- Oversight of procurement processes in collaboration with relevant teams.
- Provide technical advice and input to ensure smooth and effective program delivery.
Candidate Profile
To succeed in this role, Welthungerhilfe is seeking an experienced and agile professional with strong technical expertise in monitoring, evaluation, and learning, as well as proven skills in leading capacity development processes.
The position requires:
- An advanced degree in social sciences, evaluation, or a related field.
- 5–7 years of professional experience in the Global South, including project management and program implementation in development cooperation.
- Strong, demonstrated experience in capacity development and learning processes across diverse cultural contexts.
- Practical, hands-on expertise in Monitoring, Evaluation, and Learning (MEAL), with prior experience in Outcome Harvesting considered a strong asset.
- A background in advocacy, social accountability, and policy change processes, especially those relating to the right to adequate food, will be advantageous.
- Excellent communication and interpersonal skills, with the ability to build trust and foster collaboration within multicultural teams.
- Strong agility and adaptability, with the ability to navigate uncertainty and complex program environments.
- Proficiency in English, both written and spoken, with the ability to produce high-quality content for diverse audiences.
