HR Operations & Governance Associate

Job Purpose:
- Drive the People & Culture, Risk, Governance & Operations agenda by leading the implementation and continuous enhancement of the governance framework, ensuring full alignment with I & M’s policies, standards, and processes.
- In addition to governance responsibilities, the role handles key operational HR activities such as onboarding checks, employee records management, HR reporting, and secretariat duties for governance forums, ensuring seamless execution and compliance across all touchpoints.
Key Responsibilities:
Governance & Compliance:
- Assist in the development, review, and implementation of HR policies, procedures, and guidelines.
- Monitor compliance with labor laws, internal policies, and regulatory requirements.
- Support internal and external HR audits by preparing and providing required documentation.
- Ensure RSCA (Risk and Control Self-Assessment) registers are up-to-date and accurately maintained.
- Ensure monthly RSCA snap checks are completed and documented in line with governance standards.
- Act as Secretary to the UURCO (Unit/Function Risk and Control Committee) preparing agendas, circulating papers, documenting minutes, and following up on action items.
- Identify and escalate people-related risks for timely resolution.
HR Operations:
- Screen and verify new employees through conducting end-to-end background checks in liaison with the vendor before onboarding.
- Maintain and keep an up-to-date database on pending, ongoing and adverse background checks reports while ensuring the vendor maintains the agreed SLAs.
- Maintain and update employee records in HRIS and physical files, ensuring accuracy, completeness, and compliance.
- Support onboarding and induction processes to align with governance requirements.
- Coordinate mandatory training, policy awareness sessions, and compliance briefings.
- Support the establishment and implementation of key Service Level Agreements for HR
- Services and ensure to maintain quality targets.
- Provide operational support to employees across key stages of the employee lifecycle, in accordance with established HR policies.
- Assist in the continuous improvement and governance of internal HR resources and policy content.
- Handle incoming inquiries from employees in a timely and friendly manner.
- Manage and regularly update the employee list database including any promotions, internal movements/transfers, exits and new employees.
- Support in the processing of HR vendor payments.
Stakeholder Management:
- Work closely with HR Business Partners, Payroll, and Talent Acquisition & Management teams to ensure compliance throughout the employee lifecycle.
- Act as the first point of contact for governance and policy-related queries.
- Support collaboration with Legal, Risk, and Audit teams on governance matters.
HR Data & Reporting:
- Maintain accurate and up-to-date employee records in HR systems and personnel files.
- Ensure data integrity and compliance with data protection requirements.
- Prepare periodic HR governance and compliance reports for management and risk.
Continuous Improvement:
- Identify opportunities to enhance HR compliance and governance processes.
- Recommend automation and digitization to reduce manual risks.
- Promote a culture of accountability, ethics, and transparency across the organization.
- Any other duties as allocated from time to time.
Academic Qualifications:
Bachelor’s degree in human resources, Business Administration, Risk or related field.
Professional Qualifications / Membership to professional bodies/ Publication:
CHRP or ongoing is an added advantage.
Work Experience Required:
- 2+ years of experience in HR operations, with exposure to compliance and governance.
- Strong understanding of data protection laws and employment regulations.
- Experience with HRIS systems and document management tools.
