The Independent Policing Oversight Authority (IPOA) was established pursuant to the Independent Policing Oversight Authority Act, Cap. 86 of the Laws of Kenya. Job Description
The Chairperson of the Audit Committee will provide independent oversight of the Authority’s financial management, internal control systems, risk management framework, and governance processes. This role is critical in ensuring that IPOA adheres to sound financial practices, complies with relevant laws and regulations, and operates in a transparent and accountable manner.
Key Responsibilities
- Provide leadership to the Audit Committee and ensure effective discharge of its mandate.

The Senior Assistant Director, Internal Audit and Risk will lead the internal audit and risk management functions of IPOA. The Principal Investigations Officer will lead and manage complex investigations into police misconduct, abuse of power, and violations of human rights. This role is central to IPOA’s mandate of promoting accountability and justice within the policing system.

- Plan, coordinate, and conduct high-level investigations into complaints against members of the National Police Service.
- Collect, analyze, and preserve evidence in line with legal and procedural requirements.

Job Description
The Principal Legal Officer will provide legal counsel to IPOA and ensure that the Authority’s activities are compliant with constitutional and statutory requirements. The position involves drafting legal documents, representing the Authority in legal proceedings, and supporting investigations with legal analysis.
Key Responsibilities
- Offer legal advice and interpretation on matters affecting the Authority’s operations.
- Draft and review contracts, memoranda, and other legal documents.
- Represent IPOA in court and before tribunals in matters where the Authority is a party.
- Support the investigation and inspection teams with legal guidance during case reviews.
- Conduct legal research and prepare briefs on emerging issues affecting policing oversight.
- Develop and update legal policies and frameworks to ensure compliance with applicable laws.

Investigations Officer II

Job Description
The Investigations Officer II will support senior investigators in gathering, analyzing, and documenting evidence in cases involving police misconduct and violations of human rights. The position involves fieldwork, data collection, and report preparation under close supervision.
Key Responsibilities
- Assist in planning and executing investigations into alleged police misconduct.
- Collect statements, review documents, and secure physical and digital evidence.
- Support interviews and evidence analysis under the supervision of senior investigators.
- Prepare investigation summaries and draft reports for internal review.
- Maintain confidentiality and ensure the integrity of all investigative processes.
- Support the coordination of field activities, including travel and logistics for investigations.
- Participate in case briefings and debriefings with the investigation team.
The Investigations Officer II will contribute to IPOA’s mission by supporting thorough, objective, and timely investigations that promote accountability in policing.
