Job Description
The Voter Educator will play a pivotal role in ensuring that eligible voters within their assigned electoral units are adequately informed about the voting process, the importance of participation, and the principles underpinning democratic elections. This role is central to promoting informed and peaceful electoral participation and ensuring that every eligible citizen exercises their democratic right knowledgeably and responsibly.
The Voter Educator will work under the direct supervision of the County Elections Manager or the Constituency Returning Officer, depending on the level of engagement. They will also collaborate closely with Ward-based Voter Educators, local administration, community-based organizations, and other relevant stakeholders to ensure effective voter education and public outreach.
Duties and Responsibilities
The Voter Educator will be responsible for carrying out comprehensive voter education activities across assigned electoral units. Key duties and responsibilities include the following:
- Training and Supervision
- Assist in the recruitment, orientation, and training of Ward-based Voter Educators to ensure uniform understanding of voter education materials and delivery methodologies.
- Supervise Ward-based Voter Educators, providing continuous guidance, monitoring, and performance assessment throughout the by-election period.
- Hold regular progress review meetings with Ward-based teams to assess work implementation and address emerging issues.
- Resource Distribution and Management
- Receive, distribute, and maintain accountability for voter education, communication, information, and publicity materials as provided by the IEBC.
- Ensure timely and appropriate dissemination of voter education materials to targeted audiences across the County, Constituency, or Ward.
- Maintain proper records of materials distributed and activities conducted for effective reporting and audit purposes.
- Partnerships and Stakeholder Engagement
- Map and engage state and non-state partners operating within the assigned electoral area, including Civil Society Organizations (CSOs), Community-Based Organizations (CBOs), media outlets, religious institutions, youth networks, and other local influencers.
- Identify and collaborate with public benefit organizations serving marginalized groups such as women, youth, persons with disabilities, elderly citizens, and ethnic minorities.
- Represent the Returning Officer (RO) in stakeholder forums, meetings, or public events organized by partners that promote electoral awareness and participation.
- Build strong networks and maintain collaborative relationships with relevant local actors to enhance outreach and public trust in the electoral process.
- Voter Education Delivery
- Conduct voter education sessions through various channels, including community meetings, door-to-door campaigns, public barazas, and group discussions.
- Utilize mainstream and social media platforms to reach a wider audience with accurate, consistent, and relevant voter information.
- Ensure that voter education messages are contextually appropriate, inclusive, and sensitive to the local culture and language.
- Mobilize community participation and address voter apathy through interactive and informative engagements.
- Public Feedback and Issue Management
- Receive, record, and respond to election-related concerns or inquiries raised by the public during voter education sessions.
- Consolidate feedback from communities to inform future voter education strategies and improve service delivery.
- Collaborate with Ward-based educators and the Returning Officer to address misinformation and clarify voter concerns promptly and accurately.
- Planning and Coordination
- Develop detailed work plans and performance agreements in consultation with the Returning Officer and Ward-based Voter Educators.
- Ensure that all voter education activities are conducted in line with IEBC’s strategic objectives, timelines, and operational guidelines.
- Organize and coordinate meetings, workshops, and briefing sessions for accredited voter education providers, election observers, and media practitioners as directed by the Returning Officer.
- Assist in logistical arrangements for voter education activities, including securing venues, mobilizing participants, and ensuring smooth execution of scheduled programs.
- Reporting and Documentation
- Compile regular voter education, partnership, communication, and stakeholder engagement reports for review by the Returning Officer.
- Consolidate reports from Ward-based Voter Educators and submit comprehensive summaries of activities, achievements, and challenges encountered.
- Prepare and submit a final County or Constituency-based report upon completion of the voter education exercise, highlighting outcomes, key lessons learned, and recommendations for future improvement.
- Ensure timely submission of all reports, documentation, and supporting evidence as required by the Commission’s standards.
- Additional Responsibilities
- Support the Returning Officer in conducting briefing sessions for accredited voter education providers, election observers, and media practitioners.
- Participate in IEBC-organized training programs, workshops, and other capacity-building initiatives relevant to voter education.
- Assist in implementing any other duties assigned by the Returning Officer or County Elections Manager in support of the Commission’s objectives during the by-election period.

This is a field-based role requiring flexibility, travel, and extensive community interaction. The Voter Educator must be willing to work in various locations within the assigned electoral unit and adhere to IEBC’s operational timelines. Activities may involve outdoor meetings, public forums, and engagements with diverse community groups, sometimes outside regular working hours.
The position also demands adaptability in utilizing both traditional and digital communication methods to reach the intended audiences effectively.
Commitment and Exclusivity
Candidates appointed to this role must not engage in any other employment during the contract period. They are required to commit fully to IEBC duties and abide by all stipulated terms and conditions of service.
