Position Two: Public Education and Training Officer

Job Purpose
The Public Education and Training Officer supports the Commission’s mandate of informing, educating and sensitizing the public, both state and non-state actors, on human rights issues. This position contributes to enhancing understanding, respect and observance of human rights across various sectors. By developing training materials, facilitating educational forums, supporting project implementation and strengthening partnerships, the officer promotes greater awareness and compliance with human rights standards.
Key Responsibilities
Supporting implementation of public education and training programs
The officer will work closely with colleagues to implement public education activities, including community outreaches, formal training sessions, stakeholder forums and awareness campaigns. This includes planning, preparation, delivery, documentation and reporting of all engagements.
Development and dissemination of education materials
The officer will develop and distribute human rights information, education, communication and training materials tailored for diverse audiences. These materials support learning and encourage greater understanding of human rights standards, obligations and best practices.
Leading development of human rights training programs
The officer will take part in developing human rights training programs, manuals, modules and curricula. These tools guide both formal and informal learning institutions. The officer ensures that content is accurate, accessible, and relevant to local, national and international contexts.
Assisting in organization of internal and external forums
The role includes assisting in planning and organizing internal and external meetings, workshops and training forums focusing on public education and sensitization. The officer will coordinate logistics, engage participants and ensure that program objectives are met.
Promoting program synergy
The officer will strengthen linkages with internal divisions and external partners. Collaboration enhances program impact and ensures coherence across different thematic and operational areas.
Creating awareness through media and community forums
The officer will generate awareness on human rights through public forums, print media, social media and electronic media platforms. Strategic communication enhances public understanding and supports community empowerment.
Generating progress reports
The officer will prepare reports on ongoing and completed education and training programs. These reports inform internal decision-making and demonstrate accountability to stakeholders and partners.
Providing administrative support
The role includes providing administrative support for the implementation of human rights projects in line with the Commission’s strategic plan. This ensures smooth execution of project activities and documentation of results.
Data collection and analysis
The officer will collect data reflecting public enjoyment of human rights. This includes gathering feedback from participants during trainings and awareness activities. The data informs future program design and policy recommendations.
Drafting activity-based reports
The officer will prepare reports on all public education and training activities for accountability and planning purposes. These reports document achievements, challenges and key outcomes.
Quality control of training materials
The officer will ensure that all training materials are clear, accurate and comprehensive. Quality control enhances effectiveness of educational efforts and supports institutional credibility.
Skills, Experience and Minimum Qualifications
The job requires a Bachelor’s degree in Political Science, Sociology, Statistics or related field, at least one year of experience in a comparable position, demonstrable experience in conducting public training programs, mobilizing the public, developing educational messages, and facilitating discussions. Strong presentation skills, human rights knowledge, communication abilities, Microsoft Office proficiency and compliance with Chapter Six of the Constitution are required.
