Job Purpose:
- The In-House Valuer is responsible for reviewing property valuation reports prepared by external valuers to ensure accuracy, compliance with bank policies, and alignment with market standards.
- This role acts as the primary liaison between the bank and contracted valuers, providing technical guidance, validating assumptions, and safeguarding the bank’s interests in collateral valuation.
- The position supports the Bank credit risk assessment and decision-making process by ensuring valuations are reliable and defensible.
Key Responsibilities:
Valuation Instructions, Review & Quality Assurance:
- Issue valuation instructions and ensure compliance with applicable internal, local and International Valuation Standards.
- Review and provide second opinions on valuations from external valuers.
- Validate the status of pledged securities and bank-owned properties.
- Track progress of bank-financed property projects.
- Maintain an up-to-date database of all valued properties.
- Support credit and risk functions with technical advice on collateral valuation.
- Coordinate, supervise, and evaluate external valuers on the bank’s panel.
Market Intelligence & Benchmarking:
- Monitor property market trends and maintain an internal database of valuation benchmarks.
- Provide periodic reports on market movements and their impact on collateral values.
Policy & Process Improvement:
- Contribute to the development and review of valuation policies and procedures.
- Recommend improvements to enhance efficiency and accuracy in valuation review processes.
Key Performance Indicators:
- Turnaround Time for Valuation Instructions and Reviews – Average time taken to Issue valuation instructions and to review and approve external valuation reports.
- Compliance Rate – Adherence to applicable internal, local and International Valuation Standards.
- Valuer Panel Performance Monitoring – Frequency and quality of evaluations conducted on external valuers.
- Database Management – Timeliness and completeness of updates to the property valuation database.
- Project Monitoring Efficiency – Number of bank-financed projects monitored vs. planned and timeliness of progress reports submitted.
- Risk Mitigation – Number of valuation-related risks identified and mitigated before loan disbursement.
- Market Intelligence Reporting – Frequency and relevance of property market updates provided to management.
- Policy Development and Review – Number of valuation policies developed or updated annually.
Academic Qualifications & Work Experience:
- Bachelor’s degree in Land Economics, Real Estate, or related field.
- Full member of the Institution of Surveyors of Kenya (ISK).
- Registered by the Valuers Registration Board.
- Minimum 2 years post-registration experience in valuation, preferably in banking.
- Proven experience in relationship management, performance analysis, and compliance.
- Strong analytical and report-writing skills.
- Knowledge of property law, land tenure systems, and local real estate market dynamics.
- High integrity and attention to detail.
