The Siaya County Public Service Board, established under the County Governments Act No. 17 of 2012, is mandated to establish and abolish offices in the county public service, appoint persons to hold or act in those offices, and exercise disciplinary control over county public officers. In fulfillment of this constitutional and statutory mandate, and pursuant to the provisions of Section 59 (1) (b) and Section 66 of the County Governments Act No. 17 of 2012, the Board hereby declares vacant positions within the Siaya County Public Service.

1.ASSISTANT DIRECTOR FOR PERSONS WITH DISABILITIES (PWDs)

JOB GROUP:                   CPSB 05 (P)

No. OF POSTS: 1 POST

TERMS OF SERVICE:     3 Years Contract (Renewable annually based on Performance)

Requirements for Appointment: –

  1. Bachelor’s degree in Social Work, Sociology, Community Development, Psychology, or related field.
  2. A master’s degree in a relevant field will be an added advantage.
  3. At least 6 years of relevant experience with 3 years in a senior management position in public or private sector
  4. Management Course lasting not less than four weeks from a recognized institution
  5. Proven track record in social policy implementation, programme management, and stakeholder engagement on matters touching on Persons with Disabilities

Duties and Responsibilities: –

  1. Participate in the formulation, review, and implementation of social services policies, strategies, and guidelines.
  2. Ensure alignment of social development programmes with national development plans and international commitment
  3. Oversee planning, coordination, and evaluation of social welfare and community development programmes.
  4. Supervise the implementation of programmes targeting children, youth, persons with disabilities, older persons, and marginalized groups.
  5. Coordinate research on emerging social issues and prepare reports to inform decision-making.
  6. Maintain and analyze social data for policy formulation and programme improvement.
  7. Provide technical guidance and mentorship to social development officers and other staff.
  8. Facilitate training and capacity-building initiatives for stakeholders in the social services sector.
  9. Initiate and strengthen collaborations with government agencies, development partners, NGOs, and community-based organizations.
  10. Mobilize resources for social services programmes and ensure accountability in their utilization
  11. Establish monitoring and evaluation frameworks for social programmes and ensure periodic reporting.
  12. Prepare departmental performance reports for management and stakeholders
  13. Oversee staff performance appraisal and development plans
  14. Manage budgets, work plans, and resources for effective service delivery.
  15. Plan, monitor and evaluate performance of staff against the set target

2. ASSISTANT DIRECTOR LIBRARY SERVICES

 JOB GROUP:                   CPSB 05 (P)

No. OF POSTS: 1 POST

TERMS OF SERVICE:     3 Years Contract (Renewable annually based on Performance)

Duties and Responsibilities

  1. Assist in the management and general planning, coordination of activities in all the Libraries within the County Government
  2. Co-ordinate the educational and information needs of the communities served;
  3. Co-ordinate collection development; stock management; advisory services
  4. Surveying, identifying and maintain a database of possible areas for establishment of libraries.
  5. Liaising with County Governments and other Stakeholders to mobilize local resources for library development.
  6. Networking and partnerships; seeking support from other funding agencies (e.g. NGOs, private sector, community) for library development.
  7. Co-ordinate advisory services, research, budgeting, projects and participation in development related forums.
  8. Supervision and appraisal of staff

Requirements for Appointment

  1. Bachelors Degree in Library Studies, information Science or any other relevant field of study from a university recognized in Kenya
  2. Masters Degree in a relevant field will be an added advantage
  3. Five (5) years continuous work experience post-graduation, three (3) of which must be in Senior
    Management in a large Library set up.
  4. Management Course lasting not less than 4 Weeks from a recognized institution
  5. Demonstrated outstanding leadership, professional competence and administrative ability in the overall management of a library Function.
  6. Shown merit and ability as reflected in work performance and results
  7. Familiar with Government of Kenya’s Operational Procedures
  8. Valid member of Kenya Library Association (KLA) in good standing
