Position Overview
The Deputy Director, Finance & Accounts is a senior leadership role responsible for guiding the Academy’s financial management function. The position supports sound fiscal planning, promotes accountability, and ensures that financial operations align with statutory requirements and institutional objectives.
Working closely with executive leadership and departmental heads, the office holder is expected to provide professional advice on financial matters while overseeing the development and implementation of policies that promote efficiency, transparency, and sustainability.
Key Duties and Responsibilities
The role encompasses strategic, operational, and compliance-focused responsibilities, including but not limited to the following:
Providing leadership in the preparation and implementation of financial strategies that support the Academy’s long-term goals.
Overseeing the budgeting process to ensure timely preparation, review, and consolidation of departmental budgets in line with institutional priorities.
Guiding financial planning activities and ensuring that resource allocation reflects approved work plans and performance targets.
Monitoring financial performance and preparing variance analysis reports to support decision-making and accountability.
Ensuring that financial reports are produced accurately and within established timelines for internal and external stakeholders.
Developing and implementing financial policies and procedures in accordance with applicable legislation, public sector accounting standards, and regulatory guidelines.
Supervising accounting operations to ensure that transactions are properly recorded and reconciled across the general ledger, payables, receivables, and cost centers.
Strengthening internal control systems to safeguard institutional assets and minimize financial risk.
Supporting liquidity management through the development and monitoring of cash flow forecasting tools.
Coordinating with financial institutions, auditors, and relevant government agencies on matters relating to financial operations and reporting.
Providing oversight in the management of working capital and monitoring financial risk exposures.
Reviewing requests related to banking arrangements, including the opening and closing of accounts, while ensuring adherence to established approval frameworks.
Leading the preparation of financial reports that inform strategic planning and risk management processes.
Supporting the development of annual performance plans and tracking progress against approved targets.
Preparing periodic financial reports and providing explanations for any deviations from expected performance.
Advising management on financial implications of proposed projects, investments, and partnerships.

The Deputy Director, ICT provides strategic leadership in the planning, development, and management of the Academy’s information and communication technology ecosystem. The role is central to ensuring that digital infrastructure supports academic delivery, administrative efficiency, and secure information management.
The office holder is expected to champion innovation while maintaining robust systems that enable service continuity and data protection. This includes aligning ICT initiatives with institutional priorities and ensuring that technology investments deliver measurable value.
Key Duties and Responsibilities
The responsibilities attached to this role focus on governance, infrastructure management, digital transformation, and stakeholder engagement.
Providing strategic direction in the formulation, implementation, and review of ICT policies, procedures, standards, and guidelines.
Leading the design, deployment, and continuous improvement of information systems and ICT infrastructure to meet organizational needs.
Coordinating the development and execution of ICT strategies and divisional work plans.
Ensuring that ICT programs align with government standards, regulatory requirements, and national technology frameworks.
Overseeing the planning and implementation of automation initiatives to improve operational efficiency.
Evaluating user requirements and operational procedures to guide system design and optimization.
Maintaining, monitoring, and updating hardware, software, networks, servers, cloud services, and other technology assets.
Ensuring timely data backup processes and safeguarding institutional information against loss or unauthorized access.
