Job Purpose:

The Chief Executive Officer (CEO) is responsible for the overall management and administration of the Affordable Housing Board (AHB). The CEO will be accountable to the Board of Directors and lead the organization towards achieving its mandate of providing affordable and institutional housing frameworks.

Key Responsibilities:

  • Leadership & Management:
    • Serve as the accounting officer of the Board.
    • Lead and manage the Board’s staff effectively.
    • Develop and oversee the implementation of the annual work plan for Board approval.
  • Operational Management:
    • Operate and manage the Board’s accounts, subject to Board and National Treasury approval.
    • Maintain books of accounts and related records for all activities funded by the Board.
    • Ensure that funds, including earnings or accruals, are spent only for the intended purposes as per the Board’s regulations.
  • Financial Oversight:
    • Prepare a statement of accounts for each financial year, following the Public Audit Act, 2015, within three months after the end of the financial year.
    • Oversee the allocation, expenditure, and auditing of funds related to affordable housing projects.
  • Policy & Strategy Development:
    • Spearhead the formulation and periodic review of the Board’s policies, strategies, procedures, standards, and guidelines.
    • Communicate and oversee the execution of the Board’s policies and decisions.
  • Monitoring & Evaluation:
    • Coordinate the monitoring and evaluation of housing projects funded by the Board.
  • Other Duties:
    • Undertake additional responsibilities assigned by the Board of Directors in line with the Board’s objectives.

Minimum Qualifications and Experience:

  • Educational Requirements:
    • Bachelor’s Degree in Built Environment, Business Administration, Finance, Law, or a relevant qualification from a recognized institution.
    • Master’s Degree in a related field is preferred.
  • Professional Experience:
    • A cumulative 15 years of work experience.
    • At least 10 years in a managerial capacity in the built environment, housing, or related sectors.

Terms of Service:

  • Contract term: 3 years, renewable once, subject to performance.
