Introduction
The Kenya Small Business Development Centers (Kenya SBDC) is a program implemented by Strathmore University Business School (SBS) in partnership with the United States Agency for International Development (USAID).
Our mandate is to strengthen Kenya’s economic competitiveness and its prospects for sustained growth.
The program is implementing a key component that aims at strengthening and expanding locally led and integrated resilience capacity, institutionalized knowledge management and coordination platforms, and mobilize public, private, and civil society investments to address shocks.
It is envisaged that the interventions will empower and build self-reliance of local systems, institutions, communities, and households, and therefore serve as a model for other countries in being able to address development challenges.
Thus, Kenya SBDC aspires to play a role by facilitating the national, county, and community-level institutions to take charge of their resilience programs.
Background of the EDE-CPF 2.0 Development Framework.
Towards the end of the implementation period of the EDE-CPF a review of the CPF in 2020 which was completed in 2021.
In summary, the Review confirmed the continuing relevance of the CPF and concluded that the foundation for ending drought emergencies has been laid; policies and laws have been adopted, institutions established, funding mechanisms created, and good practices articulated.
However, much more needs to be done to capitalise on this foundation, consolidate good practices, and address the gaps and weaknesses, particularly in coordination and knowledge management, thus the recommendation for a second phase of the EDE.
The National Steering Committee for EDE approved the second phase of EDE (EDE-CPF 2.0).
2.0 Objectives
To consolidate the progress made during EDE-CPF 1.0 and to draw critical success factors to be utilized in the development of EDE-CPF 2.0.
To develop the EDE-CPF 2.0 for the period 2023-2032.
3.0 Approach
Development of the EDE-CPF 2.0 will be a consultative process involving stakeholders at national and county levels.
Furthermore, the process will involve a review of various literature, field visits, and workshops. Some of the reference material include the first-generation CPF document; the EDE medium-term review reports; CIDPs; medium-term plans (MTPs) III and IV for Vision 2030, EDE MTPIII sector plan, Vision 2030; Government Manifesto; relevant Acts of Parliament including the NDMA Act, Intergovernmental Relations Act, NDEF Regulations;
The Kenyan Constitution; Sustainable Development Goals; AU Agenda 2063, the Sendai Framework; and the IGAD Drought Disaster Resilience and Sustainability Initiative (IDDRSI) strategy.
Stakeholders to be consulted will include national government through the EDE pillars and sector ministries, ASAL development partners, county governments, key non-governmental organizations, selected target communities, and research institutions and academia. County cluster meetings will be used to consolidate the stakeholder consultations for convergence.
Through CSGs and other forums, county stakeholders will be adequately involved during design and validation of the CPF 2.0. Workshops and retreats will be used to consolidate the ideas and information available to the developers of the plan.
The CPF for EDE 2.0 will be developed through consultants, guided, and supported by a National Expert Team (NET) drawn from the national and county governments, ASAL development partners, non-governmental organizations, research institutions and academia.
4.0 Terms of reference
The terms of reference for the consultant are to;
- Lead in the design of the CPF’s and pillar’s theories of change.
- Lead in the development of the CPF’s results and measurement framework.
- Support and coordinate the Task Teams in gathering information and drafting the CPF.
- Consolidate submissions of the Task Teams.
- Produce the draft CPF document.
- Facilitate the validation forums at national and county.
- Produce the final CPF document.
5.0 Specific tasks for the Consultant
1. Prepare an inception report that elaborates:
- The consultant’s understanding of the terms of reference.
- The methodology of delivering the work.
- The likely challenges the consultant may face and the strategies the mitigation measures to be taken.
- A proposed activity schedule with clearly defined milestones and budget.
2. Facilitate and document stakeholder consultative meetings that identify:
- The progress made during implementing the EDE-CPF 1.0 and lessons learnt.
- Review relevant documents in order to understand the context within which CPF operated.
- Work with the national expert teams to prepare the EDE-CPF 2.0 that responds to the needs identified.
3. Facilitate consultative meetings with the national expert teams, national and county stakeholders, at which the consultant will
- Facilitate validation of the lessons documented.
- Collect reliable data/information for the preparation of the EDE-CPF 2.0.
- Support the national expert team to draft the EDE-CPF 2.0.
- Consolidate and synthesize the submissions of the national expert teams.
- Facilitate national and county consultative forums with the aim of getting information that will ensure accelerated achievement of the goal of EDE CPF 2.0
6.0 Deliverables
The deliverable of the consultant will be;
- Inception Report
- Draft EDE-CPF 2.0, complete with implementation and results frameworks.
- Final draft EDE-CPF 2.0.
The final EDE-CPF 2.0 document will include the following chapters at the minimum;

7.0 Milestones
Approval and launch of the revised EDD-CPF 2.0 is planned for September 2023. The following are the key milestones;
