The Kiambu County Public Service Board is a corporate body established under Section 57 of the County Governments Act, 2012, and pursuant to Article 235 of the Constitution of Kenya 2010. Our mandate, as outlined in Section 59 of the County Governments Act 2012, includes appointing persons to hold or act in public service offices and confirming appointments within Kiambu County.

1. Director, Finance – Job Group CPSB 03 (R)
Position: 1 Post
Reports To: Chief Officer, Finance and Economic Planning
Purpose of the Job:
To ensure the control of expenditure in the county and maintain sufficient funds for efficient and effective departmental operations.
Key Responsibilities:
- Oversee expenditure control within the county.
- Supervise finance officers in the department.
- Manage creditor/liability activities and prepare consolidated financing reports.
- Analyze financial reports for consistency and adherence to principles.
- Participate in budget preparation and implementation.
- Develop and recommend financial policies and guidelines.
Requirements for Appointment:
- Master’s Degree in Finance, Accounting, or Commerce.
- Certified Public Accountant of Kenya (CPA-K) or equivalent professional certification.
- At least 10 years of relevant experience, with 5 years at a senior management level.
- Membership in relevant professional bodies.
- Knowledge of budgeting processes, financial reporting systems, and Public Finance Management Act.
2. Director, ICT – Job Group CPSB 03 (R)
Position: 1 Post
Purpose of the Job:
Provide leadership in planning, implementing, and managing ICT strategies to support the county’s operations and goals.
Key Responsibilities:
- Oversee the development and maintenance of ICT systems in line with county plans.
- Ensure compliance with ICT-related laws and standards.
- Manage ICT infrastructure, including networks and software acquisitions.
- Develop disaster recovery procedures and frameworks.
- Represent the directorate in management committees and budgeting processes.
Requirements for Appointment:
- Bachelor’s and Master’s degrees in ICT-related disciplines.
- Certifications such as CCNA.
- Extensive experience in ICT management, including 10 years in the field with 3 years at a senior level.
- Knowledge of legislation and professional standards such as COBIT and ITIL.
3. Director, Budget – Job Group CPSB 03 (R)
Position: 1 Post
Purpose of the Job:
To review, analyze, and recommend both short- and long-term budget plans for the county.
Key Responsibilities:
- Lead budget preparation, analysis, and implementation.
- Ensure effective utilization of budget resources and provide advice to the executive.
- Prepare budget reports and forecasts.
- Develop budget policies and procedures.
Requirements for Appointment:
- Master’s Degree in Economics, Finance, or Commerce.
- CPA-K or equivalent professional certification.
- At least 10 years of relevant experience, including 3 years at the deputy director level.
- Knowledge of public finance management and budgeting processes.
4. Director, Legal Services – Job Group CPSB 03 (R)
Position: 1 Post
Purpose of the Job:
Provide legal leadership and support to the County Secretary and ensure compliance with legal frameworks in the county’s operations.
Key Responsibilities:
- Advise the County Secretary on legal matters and compliance.
- Oversee legal policy development and contract review.
- Manage legal research and support alternative dispute resolution.
- Maintain custody of executive legal records and ensure timely preparation of minutes.
Requirements for Appointment:
- Bachelor of Laws (LLB) degree and a Postgraduate Diploma in Law.
- Advocate of the High Court of Kenya with a valid practicing certificate.
- 8 years of experience in the legal field, including 5 years post-admission.
- Membership in the Law Society of Kenya.
5. Deputy Director, Accounting Services – Job Group CPSB 04 (Q)
Position: 1 Post
Purpose of the Job:
Support financial operations by ensuring control of expenditure and maintaining financial compliance within the county.
Key Responsibilities:
- Implement accounting standards and oversee financial reporting.
- Manage county banking arrangements and monitor IFMIS operations.
- Prepare financial statements and maintain financial records.
- Design county accounting systems and provide financial returns.
Requirements for Appointment:
- Master’s Degree in Finance, Accounting, or Commerce.
- CPA-K or equivalent professional certification.
- At least 8 years of experience in accounting, including 3 years in a senior role.
6. Deputy Director, Finance – Job Group CPSB 04 (Q)
Position: 1 Post
Purpose of the Job:
Deputize the Director of Finance and ensure efficient financial management in the county.
Key Responsibilities:
- Assist in developing and implementing financial management policies.
- Monitor cash flow and ensure timely resource allocation.
- Review expenditure reports and recommend actions.
- Manage fixed asset registers and debt schedules.
Requirements for Appointment:
- Master’s Degree in Finance, Accounting, or Commerce.
- CPA-K or equivalent certification.
- At least 8 years of relevant experience, including 5 years at a senior level.
