Vihiga County Public Service Board is a corporate body established under Section 57 of the County Government Act 2012, in line with Article 235 of the Constitution of Kenya 2010. The Board is mandated to oversee various functions, as outlined in Section 59 of the County Government Act 2012.

As part of its commitment to efficient public service delivery, the Vihiga County Public Service Board invites applications from suitably qualified candidates for the following positions:


1. CHIEF OFFICER – OFFICE OF THE GOVERNOR

Reports to: The respective County Executive Committee Member
Terms of Service: Two and a half years contract
Salary Scale: As determined by the Salaries and Remuneration Commission

Duties and Responsibilities:

  • Oversee day-to-day administration and coordination of the department.
  • Provide strategic policy direction for effective service delivery.
  • Coordinate functions within the Office of the Governor and ensure effective collaboration between County departments and other entities.
  • Implement policies and programs within the department.
  • Develop and implement strategic plans and sector development goals.
  • Promote compliance with National Values and Principles of Governance as per Articles 10 and 232 of the Constitution.
  • Manage departmental finances, budget estimates, and work plans.
  • Foster partnerships with other county entities and the private sector.
  • Perform any other duties as assigned by the relevant Executive Committee Member.

2. SENIOR SUB-COUNTY REVENUE OFFICER (JOB GROUP L) – 2 POSTS

Reports to: Principal Revenue Officer
Terms of Service: Three-year renewable contract
Salary Scale: As determined by the Salaries and Remuneration Commission

Duties and Responsibilities:

  • Coordinate activities of the Revenue Directorate at the respective Sub-County.
  • Develop new revenue mobilization strategies.
  • Train and develop revenue unit staff.
  • Supervise and coordinate revenue collection in line with stipulated laws and regulations.
  • Identify and report untapped sources of revenue.
  • Prepare daily, weekly, monthly, and quarterly reports on revenue collection.
  • Conduct revenue potential assessment and baseline surveys.
  • Detect, prevent, and report fraudulent activities in revenue collection.
  • Ensure authorized county documents are used in revenue collection.
  • Secure county revenue assets and records.
  • Provide leadership and guidance to revenue collectors.
  • Report revenue defaulters.
  • Ensure all revenue collected is accounted for and banked intact.
  • Perform any other duties as assigned.

3. AGRICULTURAL ENGINEER (JOB GROUP K) – 1 POST

Terms of Service: Permanent and pensionable
Salary Scale: As determined by the Salaries and Remuneration Commission

Duties and Responsibilities:

  • Provide technical advice on the use of farm machinery, plants, structures, and equipment.
  • Guide project management teams and committees.
  • Assist tender evaluation committees with bills of quantities and estimates.
  • Supervise construction of agricultural projects and structures.
  • Oversee soil and water conservation.
  • Advise on farm power, mechanization, irrigation, and drainage.
  • Design and oversee agricultural machinery and food processing plant operations.
  • Develop bills of quantities and engineer’s estimates for projects.
  • Coordinate partnerships and networking with stakeholders.
  • Prepare reports and briefs on project status.
  • Participate in preparation of annual work plans and budgets.
  • Ensure projects are implemented according to approved budgets and plans.
  • Review contracts related to agricultural projects.
  • Develop terms of reference for project surveys and evaluations.

4. CHIEF EXECUTIVE OFFICER (CEO) – VIHIGA COUNTY REFERRAL HOSPITAL (JOB GROUP R) – 1 POST

Reports to: Hospital Management Board, Chief Officer for Health Services, County Executive Committee Member for Health
Terms of Service: Three-year contract
Salary Scale: As determined by the Salaries and Remuneration Commission

Duties and Responsibilities:

  • Act as the Accounting Officer of the hospital, ensuring statutory compliance.
  • Provide strategic leadership and oversee hospital operations.
  • Ensure the hospital offers high-quality, affordable healthcare services.
  • Identify and implement the hospital’s governance structure.
  • Oversee the hospital’s strategic initiatives and capacity building.
  • Establish and manage inter-institutional collaborations.
  • Ensure financial sustainability of the hospital.
  • Promote a culture of performance, compliance, and good corporate governance.
  • Lead the hospital management team.
  • Mobilize resources from county, development partners, and other stakeholders.
  • Ensure proper communication and coordination within the hospital.
  • Perform any other duties as assigned by the Board.

5. ASSISTANT DIRECTOR, NURSING SERVICES (JOB GROUP P) – 1 POST

Reports to: Deputy Director of Health
Terms of Service: Permanent and pensionable
Salary Scale: As determined by the Salaries and Remuneration Commission

Duties and Responsibilities:

  • Develop and implement nursing policies and procedures in line with national regulations.
  • Communicate and interpret policies to nursing staff.
  • Coordinate patient care activities with heads of nursing units.
  • Develop and monitor nursing service standards.
  • Ensure nursing services meet evolving client needs.
  • Oversee nursing staff training and mentorship programs.
  • Develop nursing service strategic plans and budget allocations.
  • Ensure compliance with healthcare regulations and best practices.
  • Oversee partnerships with other healthcare providers.
  • Manage performance targets within the nursing department.
