Context

The Regional Office in Nairobi is leading efforts to establish an interoperable data ecosystem aimed at supporting the secure use of beneficiary data during humanitarian operations. A critical aspect of this initiative is the rollout of IOM’s Beneficiary Registration and Verification System (BRaVe).

The Information Management Officer (BRaVe Development) will play a pivotal role in coordinating the system development lifecycle and ensuring that registration processes for humanitarian response are efficient, timely, and secure.

This position will report to the Programme Officer (IDP Registration) under the supervision of the Regional Thematic Specialist (Humanitarian Response and Recovery), with technical guidance from the IDP Registration Officer and Information Management Officer (System Development) based at IOM Headquarters.


Job Responsibilities

As the Information Management Officer (BRaVe Development), the incumbent will be responsible for the following duties:

  1. System Development Coordination
    Coordinate the software development and deployment lifecycle of the BRaVe system from a business perspective, under the guidance of IOM HQ technical officers.
  2. Programme Integration
    Ensure that the BRaVe system design includes relevant programmatic considerations by gathering inputs and facilitating functional design discussions.
  3. Module Evaluation
    Assess module size, complexity, urgency, risk, and value to stakeholders. Provide recommendations to support the iterative development and deployment cycles.
  4. Technical Support and Workflow Coordination
    Provide technical support to the Nairobi-based development team and facilitate efficient collaboration with the quality assurance team.
  5. Systems Interoperability
    Act as a focal point for technical integration, testing, and evaluation of interoperability between BRaVe and IOM’s Integrated Information Management System (IIMS), among other systems.
  6. Data Analysis and Monitoring
    Participate in the processing, analysis, and monitoring of data flow processes to ensure effective data management and reporting.
  7. Rollout Assistance
    Offer technical support during the rollout of BRaVe in various missions, both remotely and through short-term field deployments.
  8. Compliance Monitoring
    Ensure all development efforts align with IOM’s data protection policy, ICT standards, and good development practices.
  9. Capacity Building
    Contribute to the development and delivery of user manuals, training modules, and capacity-building workshops related to BRaVe.
  10. Other Duties
    Perform any other duties as assigned that support the mission’s operational goals and technical requirements.

Required Experience and Skills

Experience

  • Demonstrated experience in designing, developing, or coordinating information management systems is essential.
  • Strong background in desktop (VB .Net), web (ASP .Net/JavaScript/HTML5), and mobile application programming.
  • Proficiency in managing and maintaining databases (SQL Server/MySQL).
  • Hands-on experience with biometric technologies and interoperability standards.
  • Experience providing technical support, especially in field contexts and capacity-building settings.

Skills

  • Familiarity with content management systems and open-source frameworks is advantageous.
  • Expertise in Microsoft Office Suite (including Access, Excel/VBA).
  • Knowledge of systems such as PHP (Laravel/Drupal), Kobo, ActivityInfo, and SharePoint is beneficial.
  • Strong ability to translate complex business needs into technical solutions.
  • Skilled in data modeling and planning methodologies for business application implementation.
  • Understanding of cloud technologies, version control systems like Git/Jira is an asset.
  • Exceptional communication, time management, and organizational abilities.
  • Capacity to adapt to unpredictable and dynamic work environments.
  • Ability to work well under pressure and manage multiple priorities.

Languages

  • Required: Fluency in English (oral and written).
  • Desirable: Working knowledge of another official UN language (Arabic, Chinese, French, Russian, or Spanish).

  • This is an internationally recruited position, and mobility is required.
