About the Interoperable Registration Programme
In humanitarian emergencies, effective registration of internally displaced populations is essential to ensure fair aid distribution and targeted support. IOM’s Interoperable Registration Programme aims to enhance coordination across stakeholders while ensuring data protection and accountability.
The Programme builds a framework for a federated, interagency data-sharing ecosystem. Through a unified and standardized registration model, it enables better cooperation among humanitarian actors and improves the safety, accuracy, and timeliness of aid delivery to displaced populations.
Job Description and Responsibilities
Under the overall supervision of the Deputy Regional Director for Operations, the direct supervision of the Regional Thematic Specialist (Humanitarian Response and Recovery), and in coordination with IOM Headquarters and other partners, the Programme Officer will manage and oversee all aspects of the IDP Registration Programme within the Nairobi Regional Office.
Key duties include:
Programme Management and Coordination
- Lead the development and implementation of the Interoperable Registration Programme across the region.
- Oversee programme administration, operations, and financial management.
- Provide strategic and technical supervision to staff involved in registration activities.
- Identify challenges and determine resource allocation based on evolving priorities.
Stakeholder Engagement and Partnership Building
- Build and sustain relationships with UN agencies, government bodies, humanitarian actors, and community representatives.
- Represent IOM at high-level meetings, workshops, and coordination forums.
- Align programme goals with donor interests to ensure sustainability and funding support.
Programme Development and Reporting
- Lead the design and proposal of new initiatives under the Registration Programme based on field data and donor priorities.
- Ensure timely preparation and submission of all narrative and financial reports.
- Prepare programme briefs and updates for donors, governments, and other stakeholders.
- Maintain compliance with IOM and donor regulations in all programme aspects.
Monitoring and Evaluation
- Oversee the establishment of Monitoring and Evaluation frameworks aligned with programme objectives.
- Monitor programme performance against key indicators and recommend improvements.
- Ensure regular impact evaluations are conducted and lessons learned are integrated into future planning.
Communication and Visibility
- Supervise the production of visibility materials in collaboration with IOM’s Public Information unit.
- Coordinate dissemination of programme findings and successes to stakeholders and the broader public.
Staff Supervision and Capacity Building
- Provide technical guidance and mentorship to national and international programme staff.
- Conduct training workshops and skill development initiatives to enhance team capacity.
- Ensure performance management practices are in place and adhered to.
Data Management and Security
- Develop secure data collection and analysis mechanisms for humanitarian operations.
- Draft and update Standard Operating Procedures (SOPs) for all registration-related activities.
- Promote safe data sharing protocols in accordance with IOM’s data protection standards.
Field Missions and Operational Support
- Conduct regular field visits to country offices and sub-offices for implementation support.
- Provide hands-on assistance to resolve operational bottlenecks.
Additional Duties
- Perform any other duties as assigned in support of the humanitarian registration efforts and programme development in the region.
Eligibility
Required Languages
- Fluency in English (oral and written) is required.
- Working knowledge of another official UN language (Arabic, Chinese, French, Russian, or Spanish) is an added advantage.
Nationality
This position is open to international applicants. However, candidates who are nationals of the duty station country (Kenya) are not eligible for this internationally recruited position.
