As Kenya strives to reduce its greenhouse gas emissions in alignment with international environmental standards and its Nationally Determined Contributions (NDCs), a comprehensive approach to regulating emissions in the transport sector is critical. The World Resources Institute (WRI) is seeking an experienced Consultant to support the Development of a Heavy Duty Vehicle (HDV) Strategy. This consultancy presents an opportunity to contribute to Kenya’s sustainable development goals and climate action commitments through strategic regulatory and technical input into the country’s HDV emissions management framework.

Background

The transport sector in Kenya contributes significantly to greenhouse gas emissions—approximately 12% of total emissions, with projections indicating emissions could exceed 20 million tCO2e by 2030 if no interventions are made. Despite policy strides, such as gazetting of the EAS 1047 vehicular emissions standards, implementation remains sub-optimal. The most advanced emission standard for locally assembled HDVs as of 2019 was EURO II, and inspection capacities are limited.

To address these challenges, the Government of Kenya is developing a national HDV strategy. WRI will facilitate this process, focusing on stakeholder engagement, the establishment of an emissions inspection and maintenance program, and roadmaps for adopting EURO VI standards and ultra-low sulphur fuels.

Objective of the Consultancy

The consultant will provide technical expertise, coordinate stakeholder engagement, and develop policy recommendations to support the creation and government endorsement of a National Heavy Duty Vehicle Strategy. The consultant’s work will contribute to:

  • Endorsing a national HDV strategy.
  • Establishing a mandatory vehicle inspection and maintenance program aligned with EAC Euro IV standards.
  • Developing roadmaps for compliance with Euro VI emissions standards.
  • Supporting inclusion of Short-Lived Climate Pollutants (SLCPs) mitigation in Kenya’s 2025 NDC submission.

Scope of Work

The consultant’s key responsibilities will include:

1. Baseline Assessment

  • Conduct a comprehensive review of Kenya’s HDV sector, including regulatory structures, current emissions levels, and existing mitigation policies.
  • Prepare an emissions inventory specific to HDVs.
  • Conduct an SLCP assessment to estimate emissions under business-as-usual and the mitigation potential from proposed interventions.

2. Stakeholder Engagement

  • Collaborate with government agencies, private sector actors, and civil society stakeholders.
  • Organize consultation sessions to obtain feedback on baseline assessments, proposed recommendations, and action plans.

3. Policy and Regulatory Framework

  • Propose regulatory and policy alignment with EAC Euro IV and Euro VI emissions standards.

4. Action Plans and Roadmaps

  • Propose an action plan for transitioning to ultra-low sulphur diesel.
  • Draft a roadmap for EURO IV standards implementation.
  • Develop a framework for a mandatory vehicle inspection and maintenance program.
  • Design a phased EURO IV to EURO VI transition strategy with technical and financial considerations.

5. Final Strategy and Roadmap

  • Compile a final HDV Strategy document inclusive of all stakeholder feedback and policy recommendations.

Deliverables

The consultant is expected to deliver the following:

  • Inception Report: Work plan and methodology within two weeks of contract signing.
  • Baseline Assessment Report: Analysis of the HDV sector.
  • Draft HDV Strategy and Roadmaps, including:
    • Action plan for ultra-low sulphur diesel transition.
    • EURO IV implementation roadmap.
    • Vehicle inspection and maintenance framework.
    • EURO IV to EURO VI phased roadmap.
  • Final HDV Strategy Document: Ready for government endorsement.
  • Technical Brief on SLCPs: For integration into Kenya’s 2025 NDC planning.

Duration

The consultancy will run for six (6) months, with the possibility of extension based on performance and project needs.

Qualifications and Experience

Applicants (individuals or firms) should meet the following minimum criteria:

  • Advanced degree in transport engineering, environmental policy, or related disciplines.
  • 10+ years of experience in vehicle emissions policy and sustainable transport.
  • Proven expertise in EURO IV and EURO VI standards.
  • Experience with government institutions and regional bodies in East Africa.
  • Strong analytical, stakeholder engagement, and report-writing capabilities.

Reporting and Supervision

The consultant will report directly to the WRI project lead. Regular progress meetings will be held to evaluate milestones and address challenges throughout the assignment.

  • A statement of interest, demonstrating suitability for the assignment.
  • Samples and references from similar work.
  • A financial proposal, including all applicable taxes (VAT included).

Requirements

  • Demonstrate technical expertise and necessary equipment.
  • Availability for engagements with WRI teams during the assignment.

Submission Deadline and Questions

All expressions of interest and questions must be submitted online by 5 PM, April 10th, 2025.

Evaluation Criteria

Proposals will be evaluated based on:

  • Fulfillment of WRI’s stated requirements.
  • Competitive and transparent pricing.
  • Sustainability practices integrated in the methodology.
  • Exclusion of vendors debarred by the U.S. government or listed on restricted parties lists.

Selection Process

  • WRI reserves the right to discontinue the RFP process without obligation.
  • No development costs will be reimbursed.
  • The bidder offering best value will be selected.
  • WRI may make multiple awards and may seek clarifications from top contenders.
  • Contracts will not be awarded to debarred or sanctioned vendors.
