The County Government of Kitui, through the Ministry of Trade, Industry, MSMEs, Innovation and Cooperatives, is pleased to announce vacancies in the Kitui County Empowerment Fund (KCEF) Board.
Established under the Public Finance Management Act, 2012 and the Kitui County Empowerment Fund Regulations, 2021, KCEF has been operational since March 2021. The Fund seeks to uplift socio-economic standards by empowering residents through financial support, training, and sustainable development initiatives.
The Fund is managed by a Board of Management whose composition and roles are defined in Regulation 10 of the KCEF Regulations. As part of its commitment to effective governance and inclusive development, the County Government is seeking to appoint new board members to fill the following critical positions.

Available Vacancies
1. Board Member with Expertise in Business Development or Financial Management
Position Overview:
This role is ideal for a professional with practical and strategic experience in either business development or financial management. The selected candidate will be expected to offer insights and guidance in shaping the Fund’s policies and programs, with a focus on enhancing enterprise development and promoting sustainable financial practices.
Key Responsibilities:
- Provide advisory support on the formulation and implementation of strategies to foster entrepreneurship and business sustainability among fund beneficiaries.
- Oversee the prudent financial management of the Fund, ensuring compliance with regulations and effective fund allocation.
- Contribute to the development and review of operational frameworks for capital disbursement and repayment monitoring.
- Participate in evaluating business proposals submitted for funding, with a keen focus on viability and return on investment.
- Assist in building strategic partnerships with financial institutions, development partners, and private sector stakeholders.
- Support the Board in monitoring the performance of funded projects and identifying opportunities for growth and scaling.
- Promote capacity-building programs for MSMEs and community-based enterprises to strengthen their financial literacy and operational sustainability.
Preferred Expertise Areas:
- Business incubation and enterprise scaling
- Financial planning and risk analysis
- Investment and capital fund oversight
- Microfinance or banking (an added advantage)
- Public-private partnerships in enterprise development
2. Board Member – Female Leader from the Community
Position Overview:
This role is reserved for a female leader who holds a recognized leadership position within her community. The role is designed to enhance gender inclusivity and ensure that the perspectives of women—particularly those in grassroots movements and community organizations—are effectively represented in the Fund’s management.
Key Responsibilities:
- Represent the interests and priorities of women and marginalized groups in all board-level decisions.
- Advocate for gender-responsive programming and equitable resource distribution within the Fund’s operational framework.
- Collaborate with fellow board members to identify development gaps and craft inclusive solutions tailored for women and youth in rural and urban areas.
- Mobilize community support and enhance local participation in Fund initiatives.
- Serve as a link between the board and local women’s groups, championing empowerment through training, access to finance, and capacity development.
- Participate in policy development that promotes women’s entrepreneurship and leadership.
- Monitor the impact of the Fund’s projects on women-led businesses and advise on areas of improvement.

- Leadership within community-based or women’s organizations

- Policy advocacy and inclusive development
Eligibility Criteria for All Applicants
To be considered for any of the two board positions, candidates must meet the following general eligibility requirements as set out in the Kitui County Empowerment Fund Regulations, 2021:
- Citizenship: Must be a Kenyan citizen.
- Academic Qualification: Must possess a university degree from a recognized university in Kenya.
- Experience: Must have at least five (5) years of relevant knowledge and experience in fields such as:
- Enterprise development
- Capital fund management
- Financial management
- Gender and development
- Youth and development
- Policy formulation
(Experience in microfinance or banking will be an added advantage.)
- Integrity: Must meet the requirements of Chapter Six of the Constitution of Kenya on Leadership and Integrity.
- Employment Status: Must not be a public officer.
