The National Council for Persons with Disabilities (NCPWD) is a State Corporation established in 2004 pursuant to the Persons with Disabilities Act, 2003, which has since been repealed and replaced by the Persons with Disabilities Act No. 4 of 2025. The Council plays a central role in promoting the rights, inclusion, and equal participation of persons with disabilities in Kenya. It is mandated to develop and implement inclusive policies, safeguard the welfare of persons with disabilities, and champion opportunities that enable them to fully participate in the economic, social, and political spheres of society.
As part of its ongoing mandate to strengthen leadership, enhance service delivery, and ensure compliance with international and national disability rights frameworks, NCPWD is inviting applications from suitably qualified individuals for the following positions:
Executive Director
Job Purpose
The Executive Director serves as the chief executive officer of the Council and is responsible to the Board for the overall implementation of strategic goals, management of resources, and leadership of the institution. The role involves providing direction, oversight, and leadership necessary to ensure that NCPWD fulfills its mission and objectives. Additionally, the Executive Director oversees day-to-day operations, ensures adherence to governance structures, and represents the Council in engagements with stakeholders at both national and international levels.
Duties and Responsibilities
The Executive Director will be responsible for the following:
- Serving as Secretary to the Board as outlined in the Persons with Disabilities Act No. 4 of 2025.
- Providing strategic leadership in accordance with the Council’s mandate and ensuring alignment with national disability policies and global disability rights frameworks.
- Developing, implementing, and reviewing the Council’s Strategic Plan and annual work plans to achieve organizational objectives.
- Overseeing and supervising the implementation of international and regional instruments domesticated under the Act, including the United Nations Convention on the Rights of Persons with Disabilities and its Optional Protocol.
- Managing the daily affairs of the Council to ensure effective delivery of services.
- Ensuring proper financial and property management for sustainability and accountability.
- Driving the implementation of policies, performance targets, and service delivery standards to meet statutory obligations.
- Providing advisory guidance to the Council and staff on matters falling under NCPWD’s jurisdiction.
- Mobilizing resources to support the Council’s programs and objectives.
- Performing any other duties necessary to advance the Council’s mandate.
Requirements for Appointment
Applicants must meet the following minimum requirements:
- Bachelor’s degree in Public Administration, Business Administration, Political Science, Social Sciences, or a related field.
- Master’s degree in any of the above areas.
- Professional qualification and membership in good standing where applicable.
- Completion of a recognized leadership course lasting not less than six weeks.
- Demonstrated merit and ability as evidenced in past work performance and results.
- At least eighteen years of relevant working experience in either public or private institutions, seven of which must be in a senior management position.
- A minimum of three years’ experience in matters relating to disability.
- Compliance with Chapter Six of the Constitution of Kenya.
- Kenyan citizenship.

Terms of Service
The position is offered on a three-year contract, renewable once based on satisfactory performance in accordance with Mwongozo guidelines.
Remuneration
Compensation will be in line with the NCPWD salary scale and in adherence to the Salaries and Remuneration Commission (SRC) guidelines on allowances.
Corporation Secretary / Assistant Director, Legal Services – Job Grade 3
Job Purpose
The Corporation Secretary and Assistant Director of Legal Services heads the Legal Services Department and provides legal advisory services to the Council. The role involves ensuring legal compliance, effective provision of secretariat services to the Board, and oversight of governance structures including Mwongozo and performance contract administration. The office is also responsible for safeguarding the legal interests of both the Council and persons with disabilities.
Duties and Responsibilities
The holder of this position will be expected to:
- Serve as the head of the Legal Services Department within the Council.
- Provide legal advice to the Council and NCPWD on all matters requiring legal interpretation and compliance.
- Offer secretariat services to the Council on behalf of the Executive Director, ensuring smooth operation of governance processes.
- Act as the custodian of the Council’s seal and oversee its use in compliance with statutory requirements.
- Facilitate governance audits to assess compliance with Mwongozo and other relevant legal frameworks.
- Prepare and manage the Board calendar, ensuring timely meetings and efficient coordination of activities.
- Initiate and oversee the development of the Board Manual and Charter to strengthen governance procedures.
- Supervise the implementation of Mwongozo guidelines and compliance with performance contracts.
- Manage and provide leadership to staff within the Legal Services Department.
Requirements for Appointment
Applicants must meet the following minimum qualifications:
- Master’s degree in Law or a related field from a recognized university.
- Bachelor’s degree in Law from a recognized institution.
- Admission as an Advocate of the High Court of Kenya.
- Membership with the Law Society of Kenya in good standing.
- Current valid practicing certificate.
- Membership of the Institute of Certified Public Secretaries of Kenya (ICPSK) will be an added advantage.
- At least fifteen years of relevant professional experience, three of which should be at a middle management level in either the public service or private sector.
- Completion of a management course lasting not less than four weeks.
- Proficiency in information and communication technology.
- Fulfillment of the requirements of Chapter Six of the Constitution of Kenya.
