KeNIC Hiring Project Manager – ccTLD Capacity Building Project

The Kenya Network Information Centre (KeNIC) is inviting applications for the position of Project Manager for the ccTLD Capacity Building Project. This initiative is funded under the ICANN Grant and seeks to enhance the technical, operational, and business capacities of African country code Top-Level Domain (ccTLD) registries.

The Project Manager will play a critical role in ensuring the successful implementation of the project. The position requires a professional who can oversee planning, execution, monitoring, and delivery, while managing diverse stakeholders and ensuring compliance with donor requirements. This is a consultancy engagement covering the entire project period.

The successful candidate will be responsible for driving the project towards achieving its set goals, coordinating resources efficiently, and ensuring accountability in the utilization of funds. The role also requires establishing effective partnerships with local, regional, and international organizations while aligning with the objectives of ICANN, AfTLD, KeNIC, and other key stakeholders.


Job Purpose

The Project Manager will be responsible for the overall planning, execution, monitoring, and delivery of the ccTLD Capacity Building Project. The primary purpose of this role is to ensure that all activities are delivered on schedule, within budget, and meet the expected outcomes. The outcomes are geared towards strengthening the technical, operational, and business capacity of African ccTLD registries.


Main Duties and Key Accountabilities

  1. Lead the planning, execution, and delivery of the ccTLD Capacity Building Project.
  2. Manage stakeholder engagement and serve as the key liaison with partners.
  3. Oversee financial and resource management in line with donor requirements.
  4. Develop and implement monitoring, evaluation, and reporting frameworks.
  5. Identify, assess, and manage project risks to ensure successful delivery.

Responsibilities

  1. Project Planning and Execution
    • Develop and implement a detailed project work plan, including timelines and milestones.
    • Coordinate with stakeholders such as KeNIC, ICANN, AfTLD, African ccTLD registries, and training partners to ensure smooth delivery of project activities.
    • Guarantee the effective organization and execution of training modules, workshops, and knowledge-sharing sessions.
  2. Stakeholder Engagement
    • Serve as the focal point for communication with project stakeholders, trainers, consultants, and beneficiaries.
    • Build and maintain collaboration with regional and international Internet governance bodies.
    • Strengthen partnerships with organizations to foster cross-learning and knowledge transfer.
  3. Financial and Resource Management
    • Prepare project budgets and manage resources in line with approved allocations.
    • Ensure strict compliance with donor financial guidelines and reporting requirements.
    • Monitor expenditures continuously to promote accountability and cost-effectiveness.
  4. Monitoring, Evaluation, and Reporting
    • Design and manage a results framework and monitoring and evaluation (M&E) plan.
    • Track progress against objectives, outputs, and deliverables to ensure alignment with project goals.
    • Prepare periodic progress reports, both quarterly and annually, for KeNIC, ICANN, and other relevant stakeholders.
  5. Risk Management
    • Identify potential project risks, constraints, and delays, and develop appropriate mitigation strategies.
    • Ensure adherence to KeNIC and donor policies throughout the project lifecycle.

Education and Experience

  1. Bachelor’s degree in Project Management, Business Administration, ICT, or a related field (Master’s degree preferred).
  2. Professional certification in project management will be considered an added advantage.
  3. At least five years’ experience in managing large-scale donor-funded projects in ICT, Internet governance, or capacity building.
  4. Demonstrated ability to work with regional and international organizations.
  5. Strong skills in financial management, reporting, and stakeholder coordination.

Consultant’s Entitlements and Obligations

  1. Professional Fees
    • The consultant will receive monthly professional fees for the 17-month duration of the project.
    • The fee structure will be aligned with the agreed contract value.
  2. Payment Terms
    • Payments will be made within 30 days of invoice submission, provided the deliverables have been approved.
    • All invoices must be supported by progress reports and any agreed outputs or deliverables for the period.
  3. Reimbursement of Expenses
    • KeNIC will reimburse approved project-related expenses such as travel, accommodation, and per diem where applicable.
    • Reimbursements must be pre-authorized, supported by valid receipts, and submitted according to the project’s financial procedures.
  4. Tax Obligations
    • The consultant will be engaged as an independent contractor, not as a KeNIC employee.
    • They will be responsible for their own tax compliance, including filing returns with the Kenya Revenue Authority (KRA).
    • Withholding tax will be deducted at source in accordance with KRA regulations.
  5. Intellectual Property
    • All reports, materials, and outputs developed during the consultancy will remain the property of KeNIC.
  6. Confidentiality and Non-Disclosure
    • The consultant will be required to maintain confidentiality of all project-related information both during and after the assignment.
    • Disclosure of any project information to third parties will require KeNIC’s written consent.
  7. Insurance
    • The consultant will be responsible for their own medical, accident, and work-related insurance throughout the assignment.
  8. Audit and Compliance
    • The consultant must cooperate with any project-related audits or reviews conducted by authorized bodies.
  9. Conflict of Interest
    • Any actual or potential conflict of interest must be declared at the start of the assignment.
