ADVERT NO. 007/2025: Deputy Director, Human Resource and Administration – Grade NCPD 3 (One Post)
Job Description
The Deputy Director of Human Resource and Administration will provide leadership in the development and implementation of human resource and administrative policies, systems, and strategies that support the Council’s mandate. The position is senior-level and requires someone capable of guiding organizational change and enhancing institutional performance.
Key Responsibilities
- Lead the formulation and implementation of human resource and administration strategies, policies, and procedures.
- Oversee workforce planning, recruitment, and staff placement to ensure optimal utilization of human capital.
- Manage employee relations, welfare programs, and disciplinary processes to maintain industrial harmony.
- Coordinate performance management systems and facilitate staff capacity-building initiatives.
- Ensure compliance with labor laws, regulations, and human resource best practices.

Job Description
The Assistant Director of Population will play a critical role in the formulation, implementation, monitoring, and evaluation of population policies and programs. This role supports the Council’s mission of providing evidence-based strategies for managing population and development challenges in Kenya.
Key Responsibilities
- Provide technical support in the development of population policies, plans, and strategies.
- Undertake research and analysis on population dynamics, including fertility, mortality, migration, and urbanization.
- Coordinate the integration of population issues into national and county development planning processes.
- Prepare and disseminate policy briefs, research reports, and position papers on emerging population issues.
- Engage with stakeholders, including government agencies, NGOs, and development partners, to foster collaboration on population and development initiatives.

The Assistant Office Administrator II will provide administrative and clerical support to ensure efficient office operations. The role requires a well-organized individual capable of managing communication, correspondence, and office logistics.
Key Responsibilities
- Handle incoming and outgoing correspondence, including emails, letters, and memos.
- Manage filing systems and ensure safe custody of office records and documents.

Job Description
The Driver II will be responsible for providing reliable and safe driving services to ensure smooth transport operations for the Council. The role also includes basic vehicle maintenance and ensuring compliance with traffic regulations.
Key Responsibilities
- Drive Council vehicles to transport staff, visitors, and materials to designated destinations.
- Maintain cleanliness of assigned vehicles, ensuring they are in good working condition at all times.
- Conduct routine checks on vehicles to ensure roadworthiness and report any defects or required maintenance.
- Adhere to traffic laws, rules, and regulations while on duty.
- Ensure proper documentation of vehicle movements including mileage logs, fuel usage, and service records.
- Assist in delivery and collection of office documents and supplies.
- Support in ensuring security and safety of passengers, goods, and the vehicle.
- Respond promptly to official transport requests and demonstrate professionalism in handling assigned duties.
