JOB SUMMARY

The Procurement Manager will be responsible for overseeing the end-to-end procurement function at MEDS. This includes planning, sourcing, contracting, supplier management, compliance, logistics coordination, and performance reporting. The role ensures that procurement activities are conducted efficiently, transparently, ethically, and in alignment with organizational policies and regulatory frameworks.

The role requires strong leadership, analytical capability, negotiation skills, and experience in managing procurement systems, particularly within health or pharmaceutical supply chains.


KEY RESPONSIBILITIES / JOB DESCRIPTION

1. Leadership and Team Management

The Procurement Manager will provide strong leadership to the procurement team by setting clear performance objectives and ensuring that all team members understand their roles and deliverables. The role involves mentoring, coaching, and building capacity within the team to promote continuous improvement, professionalism, and high ethical standards. The manager will also be responsible for fostering a culture of accountability, compliance, and teamwork within the procurement function.

2. Procurement Strategy Development and Execution

The incumbent will develop and implement procurement strategies that ensure the organization acquires goods and services at the best possible value. This includes aligning procurement plans with MEDS organizational objectives, ensuring timely acquisition of essential goods, and supporting operational efficiency. The role requires continuous evaluation of procurement trends and adjustment of strategies to improve cost-effectiveness and supply chain performance.

3. Supplier Negotiation and Contract Management

The Procurement Manager will lead negotiations with suppliers and service providers to secure favourable pricing, payment terms, and delivery schedules. The role also involves managing supplier contracts to ensure compliance with agreed terms, performance standards, and organizational expectations. The manager will ensure that supplier relationships are well maintained and mutually beneficial to support continuity of supply.

4. Policy Implementation and Process Improvement

This role is responsible for developing, implementing, and continuously improving procurement policies, procedures, and systems. The manager will leverage technology and best practices to streamline procurement workflows, reduce inefficiencies, and promote ethical sourcing. Ensuring adherence to procurement guidelines and internal controls will be a key focus to safeguard organizational integrity.

5. Compliance and Risk Management

The Procurement Manager will ensure strict adherence to statutory requirements, regulatory frameworks, internal policies, and contractual obligations. This includes identifying potential procurement risks and implementing mitigation strategies to reduce supply chain disruptions. The role also ensures transparency, accountability, and compliance in all procurement processes.

6. Logistics and Supply Chain Coordination

The incumbent will coordinate with logistics service providers to ensure efficient inbound movement of goods, including tracking shipments from origin to destination. The role involves overseeing clearance processes and ensuring timely delivery of goods. Coordination with internal teams is essential to align inventory levels with storage capacity and avoid bottlenecks or stock handling challenges.

7. Supplier Relationship Management

The Procurement Manager will build and maintain strong relationships with key suppliers to enhance value creation, encourage innovation, and secure reliable supply chains. The role requires continuous engagement with suppliers to evaluate performance and improve service delivery standards.

8. Data Analysis and Reporting

The role involves analyzing procurement data and preparing regular management reports to support informed decision-making. This includes tracking procurement trends, evaluating supplier performance, and assessing cost efficiencies. The Procurement Manager will provide insights that guide strategic procurement decisions and organizational planning.

9. Performance Management

The incumbent will set clear Key Performance Indicators (KPIs) for the procurement team and conduct regular performance reviews. This ensures accountability and continuous improvement in service delivery. The role also involves identifying training needs and supporting staff development initiatives.

10. Budgeting and Cost Optimization

The Procurement Manager will oversee the procurement budget and ensure effective utilization of financial resources. This includes monitoring expenditure, analyzing market trends, and identifying opportunities for cost savings without compromising quality or compliance standards.

11. Procurement Project Management

The role involves planning, coordinating, and tracking procurement-related projects to ensure successful execution. This includes ensuring that procurement timelines are met and that all project deliverables align with organizational expectations.


JOB REQUIREMENTS

Applicants must meet the following minimum requirements:

  • Master’s degree in Procurement, Supply Chain Management, or a Business-related field
  • Bachelor’s degree in Pharmacy, Procurement, Supply Chain Management, Logistics, Business Administration, Commerce, Economics, Law, or related health/business fields
  • Minimum of CIPS Level 4 Diploma in Procurement and Supply or equivalent qualification
  • At least 5–7 years of relevant experience, with a minimum of 3 years in a managerial role
  • Experience in using ERP systems
  • Membership in Kenya Institute of Supplies Management (KISM), CIPS, or equivalent professional body
  • Valid Supplies Practitioner’s License from KISM
  • Experience in procurement of medicines and medical supplies will be an added advantage
