The Social Health Authority (SHA) is a State Corporation established under the Social Health Insurance Act, 2023. The Authority is mandated to provide financial risk protection for Kenyan residents by facilitating equitable access to quality healthcare through the administration of the Social Health Insurance Fund, Primary Healthcare Fund, and Emergency, Chronic, and Critical Illness Fund.

As part of its ongoing efforts to strengthen institutional capacity and improve service delivery across the country, the Authority is seeking to recruit qualified, competent, and results-oriented professionals to fill the position of Administration Officer I.

Job Purpose

The Administration Officer I will be responsible for providing administrative and support services within the Authority. The role focuses on ensuring efficient office operations, transport logistics management, office asset administration, outsourced services coordination, inventory management, and other related support functions that facilitate the smooth running of the organization.

The successful candidates will play an important role in supporting day-to-day administrative operations while ensuring that organizational resources, equipment, facilities, and support services are effectively managed and maintained.

Key Duties and Responsibilities

The Administration Officer I will undertake a broad range of administrative functions aimed at supporting operational efficiency across the Authority. Responsibilities will include:

Office Administration and Accommodation Management

• Identifying suitable office accommodation for staff within the Authority.

• Supporting efficient allocation and utilization of office space.

• Ensuring office facilities are organized and conducive for service delivery.

• Facilitating administrative arrangements required for effective workplace operations.

Asset Management and Inventory Control

• Monitoring the movement and location of equipment within the Authority.

• Maintaining accurate records of organizational assets.

• Ensuring proper tracking and accountability of office equipment and resources.

• Supporting inventory management processes to safeguard organizational assets.

• Ensuring Authority assets are maintained and remain in good working condition.

Office Equipment and Machine Maintenance

• Ensuring office machines remain serviceable and operational.

• Coordinating maintenance activities for office equipment and machines.

• Monitoring the functionality of equipment to minimize operational disruptions.

• Facilitating repair and servicing requirements where necessary.

• Ensuring preventive maintenance measures are implemented.

Transport and Logistics Administration

• Implementing renewal of insurance policies for Authority vehicles.

• Facilitating renewal of transport licensing requirements and Transport Licensing Board certificates.

• Supporting administrative processes related to transport management.

• Signing vehicle work tickets in accordance with established procedures.

• Ensuring compliance with transport-related administrative requirements.

Fleet and Operational Support Services

• Supporting efficient coordination of transport logistics within the Authority.

• Monitoring operational use of vehicles and related assets.

• Assisting in the management of transport resources to support service delivery.

• Ensuring administrative controls are observed in fleet operations.

Supervision of Support Staff

• Supervising administration staff including drivers and office assistants.

• Coordinating support staff activities to ensure efficient service delivery.

• Monitoring performance and productivity of supervised staff.

• Providing guidance and support to administrative support teams.

• Ensuring staff perform assigned duties in accordance with organizational standards.

Records Management

• Maintaining records relating to Authority assets.

• Ensuring administrative records are properly updated and securely maintained.

• Supporting documentation and record-keeping functions within the administration department.

• Facilitating availability of accurate information for operational and audit purposes.

Facilities Management and Cleaning Services

• Ensuring daily cleaning services are carried out across Authority premises.

• Monitoring weekly cleaning schedules and standards.

• Coordinating outsourced cleaning and related support services.

• Ensuring office environments remain clean, safe, and conducive for staff and visitors.

• Supporting maintenance of workplace hygiene and cleanliness standards.

Operational Support Functions

• Assisting in the implementation of administrative policies and procedures.

• Supporting efficient delivery of outsourced and support services.

• Facilitating coordination between departments on administrative matters.

• Contributing to efficient management of organizational resources.

• Supporting continuous improvement of administrative systems and processes.

Minimum Qualifications, Skills and Experience

For appointment to this position, a candidate must have:

• A cumulative service period of three (3) years relevant work experience in the grade of Administration Officer II or in a comparable position in the public or private sector.

• A Bachelor’s Degree in Public Administration, Business Administration, Office Management, Social Science, or an equivalent qualification from a recognized institution.

• Proficiency in computer applications.

• Demonstrated merit and ability as reflected in work performance and results.
