(a) Job Specification
Duties and responsibilities at this level will entail:
(i) Providing input in the development of the human resource strategies, policies, and procedures;
(ii) Verifying and consolidating information for payroll processing;
(iii) Undertaking training needs analysis, projections and to inform on the training programmes;
(iv) Providing secretarial services to the Management Advisory Committee;
(v) Ensuring maintenance of Human Resource records in an accurate and timely manner;
(vi) Implementing human resource management decisions within existing rules, regulations and procedures;
(vii) Managing the payroll;
(viii) Preparing and compiling reports on the implementation of the performance management systems including performance appraisal; and
(ix) Updating records of staff training and development programs.
(b) Person specification
For appointment to this grade, an officer must have;
(i) Served for a cumulative period of nine (9) years’ work experience three (3) years should have been in the grade of Senior Human Resource Management Officer or in a comparable position in the Public Service or Private Sector.
(ii) Bachelors degree in Human Resource Management or equivalent qualification from a recognized Institution;
OR
Bachelors degree in any of the following disciplines: – Economics, Sociology, Business Administration, Public Administration, Commerce Plus a Post Graduate Diploma in Human Resource Management/Development or equivalent qualification from a recognized Institution;
(iii) Been registered by the Institute of Human Resource Management (IHRM);
(iv) Management Course from a recognized Institution; and
(v) Proficiency in computer applications.
