The Council of Governors (CoG) plays a crucial role in Kenya’s governance system, established under Section 19 of the Intergovernmental Relations Act 2012. Its mandate includes fostering consultation among County Governments, sharing information on their performance, building capacity for Governors, and addressing national and county interests through intergovernmental forums. With various sectoral working committees and departments, the Council is dedicated to achieving its vision of effective governance and service delivery.
We are seeking an experienced and motivated professional to join our team in the Planning, Monitoring, and Knowledge Management Department:
Position: Program Officer – Knowledge Management
Job Purpose:
The Program Officer will implement and oversee knowledge management activities, programs, and strategies. Reporting to the Manager of Planning, Monitoring, and Knowledge Management, this role will ensure the effective capturing, management, and dissemination of critical information to support CoG’s objectives.
Key Responsibilities:
- Knowledge Management Initiatives:
- Implement comprehensive knowledge management strategies and activities.
- Train and coach Council technical teams and County officials on knowledge-sharing practices and management of knowledge assets.
- Communities of Practice (COPs):
- Support the activities of COPs at the Maarifa Center to foster collaboration and learning.
- Content Development:
- Collaborate with the Communication team to identify, package, and disseminate case stories and knowledge products that showcase best practices and lessons learned by counties.
- Knowledge Sharing and Dissemination:
- Facilitate institutionalization and mainstreaming of knowledge development and sharing.
- Ensure effective internal and external dissemination of knowledge to stakeholders.
- Monitor the application of shared knowledge to enhance service delivery in counties.
- Meetings and Stakeholder Engagement:
- Convene regular meetings with sector colleagues and Knowledge Management Focal Persons to capture and share critical organizational knowledge.
- Represent CoG in intergovernmental sector forums relevant to the division’s mandate.
- Data Management:
- Develop tools for baseline surveys and assessments to identify information needs.
- Maintain library resources, media, books, and related reference materials.
- Process data requests and assist clients in accessing information tools.
- Operational Support:
- Coordinate inter-county knowledge-sharing and learning initiatives.
- Guide and mentor assistants and interns within the division.
- Monitor the implementation of division projects and programs, ensuring compliance with approved budgets and internal controls.
- Strategic Collaborations:
- Manage strategic collaborations, linkages, and partnerships for the division.
- Mobilize resources for division programs and projects.
- Policy Development:
- Draft sector-specific policies, regulations, strategies, and guidelines.
- Support the implementation of Council decisions and intergovernmental resolutions related to the division.
Minimum Qualifications and Experience:
- Academic Qualifications:
- Bachelor’s degree in Library Studies, Information Science, or a related field from a recognized institution.
- Experience:
- At least three (3) years of experience in a reputable public or private sector organization.
Functional Skills and Competencies:
- Thorough understanding of national goals, policies, and objectives, with the ability to align them to CoG’s mandate.
- Strong knowledge of devolution as envisioned in the Constitution.
- Understanding of financial and human resource management.
- Policy development and strategy implementation skills.
- Stakeholder management expertise.
- Excellent communication and professionalism.
Duration of Assignment:
This engagement will be for three (3) years, renewable for a similar term subject to performance and availability of funds.
