Vacancies in the Independent Electoral and Boundaries Commission (IEBC)

Introduction
The Constitution of Kenya, the Independent Electoral and Boundaries Commission Act (Cap. 7C), and relevant legal frameworks provide for the composition and appointment process of the Chairperson and Members of the Independent Electoral and Boundaries Commission (IEBC).

Following Gazette Notice No. 1901 of 14th February 2023 and Gazette Notice No. 2643 of 1st March 2023, His Excellency the President declared one (1) vacancy for the Chairperson of the IEBC and six (6) vacancies for Members of the IEBC. By Gazette Notice No. 715 of 27th January 2025, the President appointed the Selection Panel responsible for recruiting nominees for these positions.

The Selection Panel for the Recruitment of Nominees for Appointment as Chairperson and Members of the IEBC now invites applications from suitably qualified candidates as follows:


1. Chairperson of the IEBC (Ref. SP/IEBC/1/2025) – One (1) Vacancy

Eligibility Criteria:
Pursuant to Article 166(3) of the Constitution and Section 6(1) of the IEBC Act, an individual is qualified to be appointed as Chairperson if they meet any of the following:

  • Have at least 15 years of experience as a superior court judge.
  • Have at least 15 years of experience as a distinguished academic, judicial officer, legal practitioner, or in another relevant legal field.
  • Have a combination of the above qualifications totaling 15 years.
  • Meet the integrity requirements outlined in Chapter Six of the Constitution.

Disqualifications: As per Article 88(2) of the Constitution, a person is not eligible if they:

  • Have held office or contested as:
    • A Member of Parliament or County Assembly in the past five years.
    • A Member of the Governing Body of a political party in the past five years.
  • Currently hold any State Office.

2. Member of the IEBC (Ref. SP/IEBC/2/2025) – Six (6) Vacancies

Eligibility Criteria:
Under Section 6(2) of the IEBC Act, a person is qualified for appointment as a Member if they:

  • Hold a degree from a recognized university.
  • Have at least 10 years of experience in any of the following fields:
    • Electoral matters
    • Management
    • Finance
    • Governance
    • Public Administration
    • Law
    • Information and Communication Technology
    • Accounting
  • Meet the integrity requirements under Chapter Six of the Constitution.

Disqualifications: As per Article 88(2) of the Constitution, a person shall be disqualified if they:

  • Have held office or contested as:
    • A Member of Parliament or County Assembly in the past five years.
    • A Member of the Governing Body of a political party in the past five years.
  • Currently hold any State Office.

Application Process

(a) Required Documents: Applicants should submit:

  1. Detailed Curriculum Vitae (CV).
  2. Certified copies of academic and professional certificates.
  3. A copy of their National Identity Card (ID) or Passport.
  4. Testimonials and other relevant supporting documents.

(b) Clearance Certificates: Applicants must attach valid clearance certificates from the following institutions:

  1. Kenya Revenue Authority (KRA).
  2. Higher Education Loans Board (HELB).
  3. Credit Reference Bureau (CRB).
  4. Directorate of Criminal Investigations (DCI).
  5. Ethics and Anti-Corruption Commission (EACC).

(c) Submission of Applications: Applications should be addressed to:

P.O. Box 41842 – 00100, Nairobi.

Applicants must clearly indicate the reference number of the position they are applying for (CHAIRPERSON OF THE IEBC – Ref. SP/IEBC/1/2025 or MEMBER OF THE IEBC – Ref. SP/IEBC/2/2025).

(d) Mode of Submission: Applications and supporting documents may be:

  1. Hand-delivered in a sealed envelope to:
    • The Secretariat of the Selection Panel for the Recruitment of Nominees for appointment as the Chairperson and Members of the IEBC.
    • 3rd Floor, County House Building, Parliament Road.
    • Between 8:00 a.m. – 5:00 p.m. (EAT).
  2. Submitted online in PDF format via email to:

(e) Application Deadline: All applications must be received on or before Saturday, 15th February 2025 at 5:00 p.m. (East African Time).

  • Only shortlisted candidates will be contacted for interviews.
