We are seeking applications for the role of Project Officer – Green Growth & Livelihoods (Local Agent Group 1, Ref: 129331) to join our Cooperation Section in Nairobi. This is a full-time role under a fixed-term contract of two years (with the possibility of renewal), subject to a six-month probation period. The position is open to Kenyan nationals and residents with valid work permits.

The Offer

The Project Officer role is based in Nairobi within the Cooperation Section of the EU Delegation. The officer will work under the supervision of the Team Leader of the Green Growth & Livelihoods Team and the Head of Cooperation.

  • Contract Terms: Fixed-term, two years with the possibility of renewal after performance evaluation.
  • Probation Period: Six months.
  • Work Hours: Full-time, 37.5 hours per week, under a flexible time regime.
  • Salary and Benefits: Competitive salary with a minimum basic starting rate of KES 488,752 per month, supplemented with a pension scheme and medical insurance for employees and eligible family members, subject to conditions.

Job Description

The Project Officer will be tasked with contributing to the planning, management, and monitoring of development projects, with a particular focus on green growth, climate adaptation, community resilience, and livelihoods support. The role combines policy analysis, project management, representation, and stakeholder engagement.

Main Objectives

  • Promote conflict resolution, peacebuilding, and social cohesion in communities affected by instability.
  • Support the creation of economic opportunities and sustainable livelihoods, particularly in areas vulnerable to climate change and environmental challenges.
  • Work with local businesses, cooperatives, and private sector stakeholders to foster income-generating activities and sustainable employment.
  • Promote climate adaptation measures and develop strategies for environmental risk mitigation.
  • Encourage sustainable natural resource management practices that strengthen resilience against disasters.
  • Support the development and implementation of disaster risk reduction (DRR) strategies and early warning systems.
  • Provide expert advice to the Team Leader and Head of Cooperation in areas relating to climate adaptation, resilience building, and private sector engagement.

Key Responsibilities

1. Policy Analysis

  • Contribute to policy dialogues with government ministries, agencies, international donors, and other stakeholders.
  • Support the development of sectoral strategies and contribute to programming initiatives.
  • Monitor sectoral developments, identify risks, and provide timely reports, including early warning of potential disputes.

2. Programme / Project Management

  • Participate in programming, identification, and appraisal of projects in collaboration with Kenyan institutions.
  • Contribute to procurement processes, including drafting Terms of Reference, managing tenders, and serving on evaluation committees.
  • Monitor project implementation to ensure contractual obligations are met, through reviews, audits, and reporting.
  • Coordinate horizontal activities such as networking, stakeholder consultations, and knowledge sharing.

3. Representation, Negotiation, and Participation

  • Maintain effective relationships with national authorities, EU Member States’ diplomatic missions, international donors, NGOs, and community organizations.
  • Assist in preparing and supporting visits and missions from EU Headquarters.
  • Promote visibility of EU-supported programmes through communication initiatives.
  • Capture and share best practices, facilitating knowledge exchange across projects.

Requirements

Education

  • A Bachelor’s Degree in Development Studies, Political or Economic Science, Agriculture/Rural Development, Environment/Natural Resources Management, Climate Change, or a related field.

Professional Experience

  • At least 7 years of professional experience in project management (essential).
  • At least 5 years of experience in climate adaptation, drought resilience, community livelihoods, market systems development, or humanitarian-development nexus work (essential).
  • Additional experience in green jobs, access to finance, biodiversity, climate-smart agriculture, natural resource governance, peacebuilding, refugee issues, private sector development, or integrated landscape management is an added advantage.
  • Proven ability to mainstream gender, youth, human rights, environmental sustainability, and conflict sensitivity within programmes.

Language Skills

  • Proficiency in English at C1 level (according to the European framework).

Technical Skills

  • Strong command of Microsoft Office tools (Word, Excel, Outlook).
  • Knowledge of EU cooperation policies, project management, and procurement procedures.

Personal Competencies

  • Excellent communication and drafting skills.
  • Strong organizational and planning abilities.
  • Capacity to manage multiple tasks effectively in a multicultural environment.
  • Ability to foster collaboration and maintain strong professional networks.
