The RCCE Collective Service is inviting applications for a consultancy opportunity in the field of Information Management. This role is positioned at the intersection of humanitarian action, public health preparedness, and data-driven community engagement.

The RCCE Collective Service is a global collaborative platform formed through the partnership of the International Federation of Red Cross and Red Crescent Societies (IFRC), UNICEF, the World Health Organization (WHO), and supported by the Global Outbreak Alert and Response Network (GOARN). It also includes broad engagement with partners across the humanitarian and development sectors.

The mission of the Collective Service is to strengthen coordination and delivery of Risk Communication and Community Engagement (RCCE). It focuses on ensuring that communities remain at the center of health responses, while governments and partners are supported with systems and tools to embed RCCE approaches in emergency preparedness and response.

In recent years, the growing impact of climate change has been evident in public health emergencies such as cholera outbreaks, floods, and heat-related health crises. These challenges highlight the urgency of adopting community-centered approaches to mitigate risk and improve outcomes. Although progress has been made in ensuring that community feedback is increasingly used to inform emergency health response, quantitative evidence of RCCE’s long-term impact remains limited.

To bridge this gap, the Collective Service has secured funding from the Rockefeller Foundation for a two-phase project. This initiative aims to evaluate the role and effectiveness of RCCE interventions—particularly Community Feedback Mechanisms (CFMs)—using both qualitative and quantitative approaches. Findings from this project will guide the integration of RCCE into anticipatory action systems, demonstrate the importance of RCCE in strengthening public health preparedness, and inform future investments by governments and donors.

Against this background, the Collective Service seeks to engage a consultant in Information Management who will be critical in supporting the integration of RCCE into anticipatory action and broader public health response planning.

The specific consultancy falls under the Rockefeller Foundation-funded project, which is designed to evaluate and institutionalize RCCE across health systems by producing evidence on the effectiveness of community engagement strategies. The consultant in Information Management will play an instrumental role in ensuring that data, evidence, and community-driven insights are effectively managed, analyzed, and integrated into decision-making processes for both immediate emergency response and longer-term anticipatory action.


Job Purpose

The main purpose of the consultancy is to strengthen information management within the RCCE Collective Service project. The consultant will provide technical expertise to ensure that data collected from community feedback mechanisms and other engagement platforms is systematically analyzed, integrated, and applied to guide response strategies.

This includes:

  • Supporting the alignment of RCCE with anticipatory action frameworks.
  • Building evidence on the contribution of RCCE to public health emergency preparedness.
  • Enhancing the Collective Service’s capacity to produce timely, accurate, and actionable information products.
  • Embedding community-centered, data-driven approaches into national and regional preparedness systems.

Job Duties and Responsibilities

The consultant will undertake a range of duties and responsibilities that fall within the scope of information management, coordination, and evidence generation. While specific details are provided in the Terms of Reference (ToR), key areas of responsibility are summarized below:

  1. Information Management System Development and Support
    • Develop and maintain systems to capture, store, and analyze RCCE data.
    • Ensure harmonization of data collection and management processes across partners.
    • Work with technical teams to establish metadata standards and quality control mechanisms.
  2. Data Analysis and Evidence Generation
    • Apply both quantitative and qualitative methods to assess the effectiveness of community engagement mechanisms.
    • Produce regular analytical reports, dashboards, and other information products that communicate findings to stakeholders.
    • Contribute to the generation of evidence on RCCE’s impact on emergency preparedness and health outcomes.
  3. Integration of RCCE into Anticipatory Action
    • Provide technical support for embedding RCCE data into anticipatory action systems.
    • Collaborate with partners to ensure that community insights inform preparedness frameworks.
    • Facilitate the use of RCCE evidence in early warning and anticipatory planning processes.
  4. Capacity Strengthening and Knowledge Sharing
    • Support national and regional partners in building capacity for information management.
    • Facilitate training sessions, workshops, and knowledge-sharing platforms to enhance partner use of RCCE information systems.
    • Ensure transfer of knowledge and sustainability of information management practices beyond the consultancy period.
  5. Coordination and Partnership Engagement
    • Collaborate with the RCCE Collective Service partners (IFRC, UNICEF, WHO, GOARN, and others).
    • Support joint analysis and data sharing among stakeholders.
    • Strengthen inter-agency coordination mechanisms to ensure alignment of approaches.
  6. Reporting and Documentation
    • Prepare periodic progress reports as per the ToR.
    • Document best practices, challenges, and lessons learned for future reference.
    • Contribute to final project deliverables, ensuring that outputs are accessible to a wide range of stakeholders including governments and donors.

Duration and Duty Station

The consultancy will run for a period of three months, based in Nairobi, Kenya. The role is not accompanied, and duty station benefits are not applicable. However, the consultant is expected to engage with both local and international partners, including through virtual coordination where necessary.
