The Social Health Authority (SHA) is a State Corporation established under the Social Health Insurance Act, 2023 with the mandate of providing financial risk protection for Kenyan residents through equitable access to quality healthcare services. The Authority administers key healthcare financing funds and works closely with stakeholders across the health sector to strengthen healthcare delivery and access throughout the country.

As part of its efforts to strengthen institutional capacity and support the effective implementation of its mandate, the Social Health Authority is seeking to recruit qualified, competent, and experienced professionals to fill several vacancies across different departments.

The available positions are:

  1. Corporation Secretary/Head of Legal Services – SHA/249/2026

Job Term: Contract

The Corporation Secretary/Head of Legal Services will be responsible for providing Board secretarial services, governance advisory support, legal guidance, and ensuring compliance with legal, regulatory, and policy frameworks. The office plays a critical role in supporting the Board of Directors and Management through effective governance structures and legal oversight.

Key Responsibilities

The successful candidate will be responsible for:

• Assisting the Chief Executive Officer in providing secretariat services to the Board.

• Providing guidance to the Board on governance matters, roles, and responsibilities.

• Assisting the Board in carrying out induction and training programmes for Board members.

• Updating Board and Committee Charters.

• Preparing Board work plans.

• Coordinating Board evaluations and governance audits.

• Supporting implementation of the Code of Conduct and Ethics.

• Ensuring timely preparation and circulation of Board and Committee papers and minutes.

• Serving as the custodian of the Authority’s seal and accounting to the Board for its use.

• Maintaining and updating the register of conflict of interest declarations.

• Ensuring Board members remain informed on laws and regulations affecting the Authority.

• Ensuring annual returns are filed with relevant authorities within the required timelines.

• Arranging Board meetings and maintaining records of proceedings.

• Providing legal opinions and advice to the Board and Management.

• Coordinating legal representation of the Authority in courts and judicial forums.

• Drafting and reviewing leases, contracts, service level agreements, licensing frameworks, Memoranda of Understanding (MoUs), and other legal instruments.

• Liaising with the Attorney General, law enforcement agencies, and other stakeholders on legal matters.

• Ensuring legal audit compliance and adherence to statutory requirements.

• Overseeing implementation of Mwongozo and the Authority’s Code of Conduct.

• Facilitating the formulation, drafting, and gazettement of declared and suspended facilities, rules, regulations, and directives issued by the Authority.

• Participating in the formulation and implementation of the Authority’s Strategic Plan.

• Monitoring and evaluating work plans related to legal and regulatory frameworks aimed at safeguarding member contributions.

• Providing technical leadership in the delivery of legal services.

• Protecting the Authority’s rights, privileges, intellectual property, and innovations.

Qualifications, Skills and Experience Required

For appointment to this position, a candidate must have:

• Bachelor’s degree in Law from a university recognized in Kenya.

• Admission as an Advocate of the High Court of Kenya.

• At least five years’ experience as a Corporation Secretary or in a similar governance role.

• Membership in good standing with the Institute of Certified Public Secretaries of Kenya.

• Membership in the Law Society of Kenya (LSK).

• Proficiency in computer applications.

• Compliance with the requirements of Chapter Six of the Constitution of Kenya.

  1. Administration Officer I – SHA/250/2026

Job Term: Permanent and Pensionable

The Administration Officer I position is responsible for supporting the Authority’s operational efficiency through administration, transport logistics, office management, asset management, and supervision of support services.

The role contributes significantly to ensuring smooth day-to-day administrative operations within the Authority.

Key Responsibilities

The successful candidate will be responsible for:

• Identifying suitable office accommodation for staff within the Authority.

• Monitoring movement and location of equipment.

• Ensuring office machines remain operational and serviceable.

• Implementing renewal processes for insurance policies, visas, and Transport Licensing Board certificates.

• Ensuring proper maintenance of Authority assets.

• Signing vehicle work tickets.

• Supervising administrative support staff including drivers and office assistants.

• Ensuring maintenance of office machines and equipment.

• Monitoring equipment utilization and movement.

• Maintaining records of Authority assets.

• Coordinating daily and weekly cleaning services within the Authority.

Qualifications, Skills and Experience Required

For appointment to this position, a candidate must have:

• A cumulative service period of three years of relevant work experience in the grade of Administration Officer II or in a comparable position within the public or private sector.

• Bachelor’s Degree in Public Administration, Business Administration, Office Management, Social Sciences, or equivalent qualifications from a recognized institution.

• Proficiency in computer applications.

• Demonstrated merit and ability as reflected in work performance and results.

  1. Senior Assistant Office Administrator – SHA/251/2025

Job Term: Permanent and Pensionable

The Senior Assistant Office Administrator will be responsible for supporting office operations through efficient records management, communication handling, customer service, office coordination, and administrative support.

The position plays a key role in ensuring office efficiency and smooth workflow within the Authority.

Key Responsibilities

The successful candidate will be responsible for:

• Taking oral dictation.

• Using e-office systems to research and process data.

• Operating office equipment.

• Attending to visitors and clients.

• Handling telephone communications.

• Booking meeting rooms and conference facilities.

• Managing customer inquiries and complaints.

• Ensuring security of office records, equipment, and documents, including classified materials.

• Safeguarding the integrity, confidentiality, and security of organizational data.

• Maintaining up-to-date filing systems.

• Preparing responses to routine correspondence.

• Managing office protocol and etiquette.

• Managing petty cash.

• Identifying areas of risk within the department.

• Implementing departmental charters.

• Promoting Business Process Re-engineering (BPR).

• Supporting implementation of departmental business continuity plans.

• Fostering a corporate culture that promotes ethical conduct and responsible corporate citizenship.

Qualifications, Skills and Experience Required

For appointment to this position, a candidate must have:

• Nine years cumulative experience, three years of which must have been served at the grade of Assistant Office Administrator I or in a comparable position within the public or private sector.

• Diploma in Secretarial Studies from the Kenya National Examinations Council (KNEC) or a recognized institution.

• Membership in a relevant professional body in good standing.

• Proficiency in computer applications.

• Demonstrated merit and ability as reflected in work performance and results.

Mandatory Clearance Requirements

Applicants must satisfy the requirements of Chapter Six of the Constitution of Kenya by providing valid and current copies of the following documents:

• Certificate of Good Conduct from the Directorate of Criminal Investigations (DCI).

• Tax Compliance Certificate from the Kenya Revenue Authority (KRA).

• Clearance Certificate from the Higher Education Loans Board (HELB).

• Clearance Certificate from the Ethics and Anti-Corruption Commission (EACC).

• Credit Reference Bureau (CRB) Report.
